Lethbridge County’s Public Works department is looking for a Permanent (Base Stabilization) Lead Hand/ Class 5 Equipment Operator. This position will have split seasonal responsibility, providing lead hand coverage to a work crew during the May - October season and performing a variety of Class 5 Operator functions during the winter season.

Key Responsibilities Include:
Lead Hand Duties and Responsibilities
Lead various road projects including base work with stabilization applications, road reconditioning and dust control under approved budget guidelines.
Review plans and requirements with the Public Works Construction Coordinator and municipal staff for projects, performing various field and lead activities.
Lead Public Works employees effectively to meet operational project timelines. Oversee all facets of the daily operations of base work/stabilization crew ensuring compliance with municipal, provincial, and federal laws, policies, contracts, and regulations.
Function as the lead for Public Works and other projects as assigned by the Public Works Construction Coordinator, ensuring proper and effective staffing via training and motivational techniques.
Support employee training and development with cross training opportunities and through the completion of competency evaluations.
Maintain current Alberta One Call, crossing agreements, landowner agreements and other partner agreements associated with County projects.
Ensure daily vehicle and equipment inspection logs are properly completed and any equipment defects are submitted to Fleet Services in a timely manner.
Collect and input data into the Asset Management System and perform other operational recordkeeping as required.
Adhere to, promote, and actively participate in the County’s Occupational Health and Safety (OHS) Program.
Participate in public works meetings, safety meetings and other department activities. Lead safety and toolbox talks with crews.
Perform various other duties as per operational requirements or as assigned by the Public Works Construction Coordinator or designate.
Winter Operations Duties and Responsibilities
Perform Class 5 operator functions which may include operating various machinery as required.
Operate grader and plow to perform winter maintenance functions.
Provide on call coverage on weekdays and weekends for winter operations as an operator and as a lead hand.
Perform various other duties as assigned by the Public Works Construction Coordinator or designate.
Five (5) years of related supervisory experience and knowledge of the characteristics of base work. Application of additives such as calcium, MG30, road oil, etc. in the base work process would be considered an asset.
Ability to provide strong leadership in a fast-paced and dynamic environment by prioritizing, scheduling, and budgeting based on corporate goals and strategies.
Principles and procedures behind road base work, ideally in a rural municipal setting.
Experience with heavy equipment including, but not limited to, graders, packers, tandem trucks, water trucks, dozers, back-hoes, excavators, scrapers, front-end loaders etc.
Experience in problem-solving onsite relating to base work and compaction, patching etc.
Excellent supervisory, interpersonal and collaboration skills.
Valid Class 3 Drivers License in good standing with air brake (Q) endorsement and willing to upgrade. A copy of a driver’s abstract is mandatory on hire and on a yearly basis following.
An intermediate computer skills level with a demonstrated ability to use applications such as: Word, Excel, Outlook email, ArcGIS or CityWide and the Internet for items such as One Call.
Clear criminal background check is required.
Grade 12 High School Education, GED or equivalent.
Flagging training and prior experience staging road warning and work zone signage is considered an asset.
Candidate must be physically fit and able to lift loads of up to 50 kg.
Knowledge of Occupational Health and Safety (OHS) Act and Regulations.
Willingness to obtain minimal qualifications to participate in the County’s Emergency Coordination Centre within twelve (12) months of employment in accordance with Disaster Services Program.
Position Reporting Site: Primary – Picture Butte Yellow Shop. Secondary – May vary as per Supervisor instruction, within Lethbridge County.

Salary Range: Class 5 Job Rate– 2022 CUPE 2800 Contract $35.66/hr, ($33.77 Start Rate) plus Seasonal Lead Hand Premium of $2.50/hour for the summer construction seasons (May - Oct)
