Summary

The Municipal District of Bonnyville No. 87 invites applications for a Municipal Election Returning Officer.

Under the supervision of the Manager of Legislative and Information Services, the Municipal Elections Returning Officer will lead the 2025 municipal electoral process in the M.D. of Bonnyville. The role involves organizing and carrying out all election activities to guarantee a transparent, equitable, effective process, meeting strict deadlines that demand precision, confidentiality, and discretion.

This is a part-time temporary position January 2, 2025 – December 19, 2025.

Key Responsibilities

Duties & Responsibilities:

Preparation and Planning:

  • Plan and prepare for elections by carrying out pre-event activities.
  • Procure all necessary supplies and ballots to conduct the election and conduct post-election day materials clean-up and coordination.
  • Work collaboratively with the Human Resources department to recruit and train election workers.
  • Design and deliver engaging election training content, training materials and information sessions for in-person training sessions.
  • Administer, review and apply the Local Authorities Election Act and any other legislative requirements as communicated by the Manager of Legislative and Information Services, Alberta Municipal Affairs and Elections Alberta; and ensure staff and election officers adhere to all requirements of the legislation.

Access to Voting:

  • Organize and manage the delivery of access to voting.
  • Ensure smooth operations during voting day.
  • Implement security measures as required for the protection of information, assets, staff and the public at the returning office and at polling sites.

Resource Management:

  • Manage and control financial, material, and human resources related to the election processes.
  • Ensure strict adherence within the available budget, as set by Council, for the election including staff, essential services, supplies, materials and equipment.
  • Develop a plan for allocating resources.
  • Ensure proper recording and monitoring of expenditures.
  • Provide monthly reporting to the Manager of Legislative and Information Services.

Administration:

  • Administer the candidate nomination process and third-party registration process.
  • Compile results and conduct all legislatively required reporting to the province.

Documentation, Compliance, and Communication:

  • Coordinate the collection and storage of evidence according to regulations.
  • Coordinate the collection and use of a voter registry list.
  • Review the electoral district’s addressing information to ensure that electors are registered at the correct officially designated address, as necessary.
  • Regularly communicate the status of the project and emerging issues of importance to the Manager of Legislative and Information Services.
  • Serve as the primary contact for candidates and the public and respond to inquiries and complaints pertaining to the election.
  • Work collaboratively with the Marketing and Communications Department to ensure legislative advertising requirements are met.

Requirements

Qualifications:

  • Post-secondary diploma or equivalent relevant to office administration required, relevant to government administration would be an asset.
  • Experience with elections and/or legislation required.
  • Experience with documentation/file management required.
  • Experience with project management would be an asset.
  • High degree of computer literacy including Microsoft Office Suite required.
  • Must be professional and reliable with proven interpersonal and communication skills.
  • Ability to demonstrate exceptional leadership, problem-solving, collaboration and team skills.
  • Ability to demonstrate strong organizational and time management skills including managing workloads and working effectively under the pressure of time limitations and constraints.
  • Experience facilitating and coordinating work with multiple stakeholders would be an asset.
  • Valid Class 5 Alberta Driver’s License required.
