Leduc County is looking for an experienced and highly motivated Manager - Utilities to join our team. Reporting to the Director – Engineering and Utilities, this exciting opportunity provides leadership to, and is accountable for, the delivery of municipal water distribution, wastewater collection and treatment, waste management and storm water systems. As a leader within the Utilities department, the manager is a key contributor to the achievement of the department’s strategic and operational objectives.

Key Responsibilities Include:
What you will do
Develops and delivers appropriate service area plans, strategies, directives and processes to align with the department’s operational plans, ensuring compliance with relevant legislation.
Manages the operation of the municipal water, wastewater, storm water systems and waste management facilities.
Develops and administers the periodic review, update, approval and implementation of the long-range water distribution, wastewater collection, wastewater treatment, storm water systems, and waste management infrastructure programs.
Prepares appropriately to minimize the impact of unanticipated operational service disruptions.
Manages and supports staff in the implementation of service area deliverables, delegates responsibilities appropriately and provides guidance and motivation to achieve outcomes.
Develops, recommends and maintains the budget for utilities in alignment with departmental objectives.
Develops and recommends administrative directives and procedures, ensuring adherence to applicable legislation.
Plans and implements projects that fall within the work group’s functions.
Researches and carries out special projects, studies and reports as assigned.
Strives to continually enhance the quality and delivery of services through efficiencies and innovation.
Adheres to guidelines as set out in Leduc County’s policies and administrative directives.
Accountable for the work group’s compliance with the Alberta Occupational Health and Safety Act, Regulation and Code and participation in the Health, Safety and Wellness Program.
Performs related duties as required.
What you need to succeed
A diploma or designation in civil engineering or a related discipline along with ten (10) years of experience as a Direct Responsible Charge operator with certification of Water Distribution III, Wastewater Collection III and Wastewater Treatment I in the province of Alberta. Must be eligible for, or maintain a Certified Engineering Technologist, Professional licensee, Engineering (C.E.T. P.L. Eng). certification.
Nice to have
Experience in the planning, design, project management, Supervisory Control and Data Acquisition infrastructure and principles and/or construction of utility infrastructure projects, as well as a thorough knowledge of the principles and practices of municipal water, wastewater storm water, and waste management and their related legislation, regulations and codes of practice is an asset. Familiarity with municipal governance, operations, and knowledge of rural communities is also asset.

We offer a competitive annual salary of between $99,552 - $124,440, municipal pension plan, three-weeks vacation allocation with an additional five compensated days in lieu, and an employer-paid comprehensive benefits package.
The opportunity is permanent full-time and is 35hours per week scheduled Monday to Friday, with some extended hours to meet operational requirements. The office is located at 101-1101 5 St. Nisku, AB.
