Reporting to the Director, Community & Protective Services, the Manager,Recreation & Culture is responsible for the operation and efficiency of the Recreation & Culture department. This position is responsible for planning, organizing, and coordinating a variety of public recreation services including overseeing facilities operations and programs, as well as liaising with community-based organizations and agencies, to create recreational and cultural opportunities that enhance the lives of citizens of Strathmore and the community.
The Manager, Recreation & Culture will lead a skilled and dynamic services-oriented team and will be a strategic thinker with proven interpersonal skills. The ideal candidate will have demonstrated a collaborative and innovative approach to service delivery and will exercise considerable independence of judgement in the performance of duties.

Responsible for shaping the strategic objectives required for the effective operation of the recreation facilities and delivery of services
Implement policies and procedures, and ensure compliance of operational short and long-term goals with overall Town objectives
Manage, train, evaluate, and motivate reporting employees in accordance with policies and directives, and ensure relevant procedures are followed to develop a knowledgeable and exceptional team
Responsible for consolidating and approving operating and capital budgets that align with Council, corporate, and division strategic directions
Evaluate, plan, and implement short and long-term community recreation and culture needs and service delivery, including developing pricing and cost recovery strategies
Establish and maintain effective and positive working relationships with a wide range of community groups to enhance the provision of services to the community
Prepare reports/make recommendations and attend Council, Committees of Council, Senior Management, community group, public and/or other meetings as required
Promote the Town’s Health and Safety program and oversee the safety and well-being of staff and patrons
Competencies & Behaviours:
Demonstrated ability to lead and develop department staff members
Demonstrated ability to facilitate effective communications with internal and external stakeholders
Sense of initiative, attention to detail, ability to manage multiple priorities while respecting deadlines
Strong verbal and written communication skills
A university degree or diploma in Public Administration, Business Administration, Physical Education, Kinesiology or related field
Minimum of five years of related and progressive experience in recreation operations, administration, business planning, and budgeting; preferably in the public (municipal) sector. This shall include a background in community development and engagement, experience with not-for profit groups, marketing, or public relations. An equivalent combination of education and experience determined to be directly related may be considered.
Working knowledge of Microsoft Office Suite
Valid Alberta Class 5 Driver’s Licence
Consent to disclosure of a Criminal Record Check and provision of a satisfactory Driver’s Abstract
The Town of Strathmore has implemented a Mandatory Vaccination Policy requiring all employees to be fully vaccinated against COVID-19 as a condition of employment. Exemptions are available for those who cannot be fully vaccinated on the basis of a protected legal ground (i.e., medical, religious). The successful candidate will be asked to provide proof of vaccination or request an exemption as part of the recruitment process.
The work week is Monday to Friday, 35 hours per week.
