The Manager of Transportation reports to the Director of Development, Engineering and Operations and is responsible for managerial oversight to the Transportation Department which includes public roadways, traffic systems, trails, storm water systems and other public works infrastructure. The position ensures the effective delivery of municipal services under the Transportation Department in compliance with bylaws, policies, and applicable legislation such as snow clearing, pothole patching, line-painting, sign installation and replacement, street sweeping, pavement, concrete installation and other services as required.
Ensures that the provisions of the Occupational Health and Safety Act is rigorously upheld, as well as any other risk management initiatives that affect Transportation
Assigns tasks and schedules and monitors progress of regular and project-based work assignments;
Acts as the Fleet Manager, oversees, manages and coordinates the Municipal fleet, and fleet inventory;
Works with Human Resources to coordinate formal and on-the-job training and support needed for Operators to perform their work;
Oversees and participates in evaluating competencies for the Equipment Operator Training Program;
Acts as an information and support resource for Transportation staff;
Ensures efficient use of assets and budget;
Provides active leadership and manages performance in a unionized environment;
Examines and recommends efficiencies or changes to service delivery method with the goal of improving our service and aligning with industry established best practices;
Addresses and works to resolve citizen concerns, complaints and inquiries with regards to the Transportation Department;
Participates in the procurement processes including tendering and RFP for contractors and fleet purchases;
Maintains a relationship with Alberta Transportation and ensures that work under taken by Municipal staff on Alberta Transportation corridors meets the appropriate standards and specifications for safety, materials and quality;
Coordinates infrastructure repairs;
Works closely with the Utility Manager on a daily basis regarding shared staff and project coordination;
Assists with coverage for the Utility Manager during periods of absence.
General Administration of the Department
Coordinates and prepares reports and presentations to Council and other agencies as required;
Assist in the development of the budget as it pertains to the Transportation Department;
Participate in the development of department strategic plans, goals and objectives;
Ensures positive interaction with citizens, the general public, staff at all levels within the Municipality, the media, other municipalities, senior government departments and any other group with potential interactions with the Municipality’s operational services;
Takes a leadership role with regard to Municipal Emergency Preparedness including providing incident command as required in situations of natural or man-made threats;
Undertakes project planning for municipal infrastructure projects and studies including sourcing and project estimates;
Takes responsibility for project monitoring and troubleshooting;
Participates in identifying and applying for grants for municipal infrastructure projects;
Research and makes recommendations for the purchase of fleet, inventory and equipment;
Provides required reports to government agencies, departments and other organizations;
Ensures that adequate documentation and records are maintained.

EDUCATION, EXPERIENCE, SKILLS AND ABILITIES REQUIREMENTS
The position requires the following minimum qualifications:
Civil or transportation engineering technologist registered with ASET;
Valid Class 5 Alberta driver’s license required;
Minimum of 5 years of progressively responsible experience in transportation or public works, especially related to infrastructure management and fleet and heavy equipment maintenance;
Comprehensive working knowledge of safety in the workplace;
Working knowledge of heavy equipment operation;Strong working knowledge of federal, provincial and local laws, codes and regulations relating to the administration of public works functions and activities;
Good written and verbal communications skills;
Ability to create a positive and collaborative work environment;
Record of successful conflict resolution between subordinates, peers and management;
Willingness to take ongoing professional development to continue to develop skills and competencies.
The following would be considered an asset:
Civil or transportation engineer – P.Eng. or P.L. Eng registered with APEGA;
Public Works Supervisor Certification or willingness to obtain it;
Experience with construction administration and project management within a construction, consulting, or municipal environment.
