Manager of IT Services

Position Summary:

The Manager of IT Services is responsible for the leadership and oversight of all Information and Technology (IT) services and the security system support services to all management and staff of Wheatland County.

The Manager provides leadership, coordination, collaboration, and direction to ensure all stakeholders are served in a timely and accurate manner.

What you will be responsible for…

IT Support Services

Participate in the preparation of the department budget by developing an IT budget for internal desktops, software, printers, peripherals, etc.; identify budget needs for network and servers based on the outsourced IT support provider’s recommendations.

Provide desktop support for County departments or refer to outsourced IT support provider.

Forward network and server issues to the outsourced IT support provider.

Lead the creation and implementation of IT related policies and procedures.

Serve as a power user in relation to the accounting software, Microsoft Dynamics (Diamond).

Act as a Project Manager of IT related initiatives throughout the County

Manage employee network accounts, password resets, email forwarding and delegation.

Manage network shares and user permissions.

Coordinate the purchase and installation of new desktop and laptop computers and peripherals, including desktop and network printers.

Install and configure desktop software applications.

Purchase and configure County-issued mobile devices.

Configure email access on County approved personal mobile devices.

Maintain County audio / video equipment; coordinate repairs with an external vendor, if required.

Security System Support Services (Supportive Role)

Configure and issue new employee security access cards.

Deactivate and replace lost and damaged security access cards.

Create and print custom employee ID cards.

Administer the County security system including the following:
- Program door lock and unlock schedules, building alarm arming, disarming and holiday schedules.
- Ensure security system time is correct and program the system as needed.
- Maintain the staff security access database; provide updates to the alarm monitoring company, as required.
- Coordinate security system maintenance and repairs with the outsourced vendor and provide support to outsourced vendor, as required.
- As directed by the General Manager of Transportation and Agriculture, install security system software on employee computers.
- Provide security system video evidence to the Protective Services business area and the General Manager of Transportation and Agriculture, as requested.

Other

Ensure adherence to all applicable Wheatland County policies and bylaws.

Ensure compliance with OH&S including attendance at safety meetings, being properly trained in OH&S related topics, and ensuring work is completed in a safe manner.

Appropriately, and in a timely manner complete administrative tasks (e.g.,

Relate to and communicate with co-workers, management and vendors sincerely, clearly, tactfully, promptly and courteously; respond to inquiries and complaints promptly and professionally.

Perform tasks, consistent with the position, including special projects / assignments, as may be required on an ad hoc basis.

Requirements:

What you will bring to the position…

Degree or diploma (or equivalent) in an IT related field

Minimum of five (5) years of in-depth experience in IT Services; experience in a leadership role would be considered an asset

Experience with GIS applications (e.g., Geomedia)

The following knowledge / training and experience would be required for this position:
- Software installation and maintenance
- SQL database development / administration
- Computer maintenance / configuration / repair
- Microsoft Active Directory
- Microsoft SQL Server
- Helpdesk support

Experience with Microsoft Dynamics accounting software is considered an asset

Proficiency in the use of computer programs including MS Office Suite (Word, Excel, Outlook)

Valid Class 5 Alberta drivers’ licence

Effective organizational and time management skills with the ability to manage multiple tasks concurrently to meet deadlines

Effective interpersonal communication skills especially for dealing with problem situations related to IT or security system support services

Effective problem solving skills

Mechanical aptitude and the ability to think logically and analytically

An aptitude for and interest in math and science

Effective written communication skills

Ability to pay close attention to detail

Ability to work effectively independently and collaboratively as part of a team

Working Conditions:

This position works a 5 day work week, Monday to Friday, with one day off in a 3 week cycle; hours of work: standard 37.5 hour work week

Indoor and outdoor working environment with work surroundings that may vary from clean and well ventilated to cold and dusty

May be required to lift and carry computer components weighing up to 25 kg.
