Manager, Enterprise Systems and Analytics

We are currently recruiting for a permanent full-time Manager, Enterprise Systems and Analytics.
About the Opportunity:
Reporting to the Chief Information Officer, the Manager, Enterprise Systems and Analytics is responsible for providing leadership to the Enterprise Systems and Analytics (ESA) team and focuses on the integration of data and business applications to improve quality and efficiency across the organization through the management of the City's enterprise systems and analytics services and programs. This position will be responsible for working with client areas to oversee and manage the life cycle of the city’s enterprise applications and ensure alignment with the city’s Application Management Framework in order to maximize the city’s return on investment in applications and data. This role will also be responsible for developing and managing an analytical framework for the organization spanning across both traditional and non-traditional data platforms, including our mature Geographic Information Systems (GIS) repository and technology stack
Key Responsibilities Include:
Responsibilities of the position include, but are not limited to:
Ensure that enterprise applications meet business requirements and systems goals, fulfill end-user requirements, and identify and resolve systems issues
Review and analyze existing applications effectiveness and efficiency, and then develop strategies for improving or leveraging these systems including application life cycle (maintenance, integration, and release management
Lead, coordinate, and manage all aspects of GIS implementations and initiatives including transitioning GIS applications to next-generation environments and/or cross-functional systems
Analyze documentation and technical specifications of any new application under deployment or consideration to determine its intended functionality
Develop application roadmaps and ensure that any new software integration or modifications into city enterprise systems meets functional requirements, system compliance, and interface specifications
Manage and provide direction for the Enterprise Systems and Analytics team in support of business operations
Provide for the continued development of the functional area through the management of resources, providing training, implementing new ideas and technology, municipal partnerships and other innovative approaches to problem-solving
Recommend and execute modifications to traditional and non-traditional systems to improve efficiency, reliability, and performance
Development of a 3-year operation budget, monitoring the annual budget for the area of responsibility and ensuring expenditures are within the approved budget scope of the functional area
You are the successful candidate for this position if you have the following:
A degree in Computer Sciences, Computer Systems Design, Geographic Information Systems or Applied Information Systems from a recognized institution. An equivalent college diploma with 3 years relative experience would also be considered
Five years supervisory/management experience
Seven years direct experience managing applications and/or systems management (Traditional or GIS)
Direct, hands-on experience with automated software management tool.
Strong knowledge of system and software quality assurance best practices and methodologies.
Extensive experience with core municipal software applications, including but not limited to financial and human resource management, SharePoint, Asset Management, Community Development and Land Management, m365, and records management
Working knowledge of API’s for business analysis, dashboarding and integrations.
Knowledge of ArcGIS Enterprise and ESRI products and familiarity with relational database design as it applies to GIS software.
Knowledge of general mapping principles, demographics analysis, spatial analysis, remote sensing, and cartography.
Experience installing, configuring, and maintaining GIS systems would be an asset.
Knowledge of data interoperability platforms and processes
Experience supporting and managing applications in both on-premise and SaaS deployments
Good project management skills and/or substantial exposure to project-based work structures.
Knowledge of applicable data privacy practices and laws.
Must be willing to provide a current Criminal Records Check at own expense
Must be fully immunized against COVID-19 and be willing to provide proof of immunization prior to start date
