Leduc County is looking for an experienced and highly motivated Manager – Communications, Intergovernmental and Legislative Services to join our team. Reporting to the General Manager – Financial and Corporate Services, this exciting opportunity is a key resource to the Executive Leadership Team (ELT), oversees the communications and legislative services work groups and provides strategic project and intergovernmental advice, management and support to the organization. Through effectively managing priorities and achieving objectives, the manager is a key contributor to the achievement of the County’s operational and strategic deliverables.

Key Responsibilities Include:
What you will do
Develops and implements the corporate advocacy plan and the assigned work groups’ annual operational plans, by coordinating work and complying with relevant legislative requirements and standards.
Prioritizes work in a changeable environment.
Oversees the communications work group, manages day-to-day operations, and develops strategies to enhance communications practices in the County.
Aligns communication strategies with the organization’s strategic plan and departments’ operational plans.
Assists with environmental scanning to forecast emerging issues to mitigate negative impacts to the County.
Oversees the management of the County’s website, social media channels, internal and external communications and public participation initiatives.
Implements the brand strategy of the organization to ensure appropriate use, consistency in messaging and to build brand awareness.
Provides oversight to legislative functions for the organization and aligns organizational practices to legislative standards and requirements.
Manages and refines, as needed, the required processes to meet legislative requirements for the County in accordance with the Municipal Government Act.
Oversees the municipal election and by-election processes.
Conducts research on legislative initiatives and provides advice to the organization.
Manages intergovernmental initiatives.
Develops an advocacy plan for the organization and coordinates actions required to implement the plan.
Supports elected officials by providing necessary information to inform their advocacy work.
Develops and maintains relationships with all orders of government to advance Leduc County priorities.
Conducts environmental scans and research on intergovernmental initiatives, to inform strategy development.
Provides strategic project management support and leadership to corporate and/or departmental projects:
Creates and manages project plans, tracks key deadlines and deliverables, develops and refines tools and reports, monitors compliance and achieves targeted outcomes.
Strives to continually enhance the quality and delivery of services through efficiencies and innovation.
Adheres to guidelines as set out in Leduc County’s policies and administrative directives.
Accountable for the work group’s compliance with the Alberta Occupational Health and Safety Act, Regulation and Code and participation in the Health, Safety and Wellness Program.
Performs related duties as required.
What you need to succeed
A degree in business, communications, public administration, public relations or related discipline and five (5) years of experience, in strategic project oversight and management. Proficiency with Microsoft Office suite of tools and other database and spreadsheet applications along with experience leading teams.
Nice to have
Familiarity with municipal operations and knowledge of rural communities is an asset.

We offer a competitive annual salary of between $109,372 - $136,715, municipal pension plan, three-weeks vacation allocation with an additional five compensated days in lieu, and an employer-paid comprehensive benefits package.
The opportunity is permanent full-time and is 35 hours per week scheduled Monday to Friday, with some extended hours to meet operational requirements. The office is located at 101-1101 5 St. Nisku, AB.
