Reporting to the Senior Manager, Financial Services, the Manager, Accounting Services is a member of the Financial Services leadership team. Led by the Senior Manager, the leadership team is comprised of the Manager of Accounting Services, Manager of Financial Planning & Budgeting, and the Manager of Assessment and Taxation.
The Manager, Accounting Services is responsible for overseeing the management and supervision of the accounting department and will have 3 direct reports who are responsible for the transactional financial activities of the Town:
Admin Supervisor, who is responsible for Accounts Receivable, Accounts Payable, Customer Care (front desk), as well as the Finance Admin
Utilities Supervisor, who is responsible for the Utilities Clerk

Coach and develop employees and lead by example
Ensure appropriate training and development is offered
Lead the development, implementation and improvement of processes, standards and policies, business plans and strategies for the finance team
Provide leadership to financial services staff, including assigning, coordinating, and advising work activities
Set performance standards for the accounting services division and work with the supervisor to ensure exceptional service delivery
Participate in the development and implementation of departmental goals, objectives, and policies
Provide guidance to the organization on generally accepted accounting principles and procedures
Ensure all required external financial reports are completed and submitted on a timely basis
Work collaboratively with all Financial Services personnel to ensure that day-to-day of all financial activities for Accounts Payable and Accounts Receivable (utilities and tax collections) are completed on a timely basis
Ensure timely reconciliations of accounts in the General Ledger
Ensure the integrity and accuracy of the data contained in the various finance and accounting systems by performing or overseeing tasks such as, but not limited to:
Month end and year end account processing
Generating external financial reports
Ensuring bank and investment accounts are reconciled on a monthly basis
Reconciliation of financial data on a daily, weekly, monthly, quarterly or annual basis as required
Liaise with the designated external auditors to ensure transparency of the Town’s financial practices and availability of supporting documentation and procedural information
Provide support on development of financial policies and internal control processes
Record, track, and manage the Town’s tangible capital assets (TCA)
Actively support and participate in the Town’s asset management plan and system
Recommend and implement changes in system functionality as well as financial policies and processes
Manage the financial management software solutions
Provide analysis, feedback and recommendations on the Town’s accounting, payroll, and computer systems.
Identify and coordinate financial software training for the organization
Compile and prepare data for year-end financial reporting, preparation of draft annual statements and financial returns
Ensure proper cash handling procedures are being followed at all locations where cash is received or distributed
Assist the Manager of Financial Planning and Budgeting with the compilation of quarterly financial reports for Council
Provide back-up and coverage for the Manager of Financial Planning & Budgeting
Ensure that all work-related information is kept confidential as per the Town’s policy and in accordance with the Freedom of Information and Protection of Privacy Act (FOIP)
Perform other duties and special projects as assigned
Post-secondary degree or diploma in finance, accounting, or commerce is required
Canadian Accounting Designation is required (CPA)
Five years of progressive accounting experience is required, preferably in a municipal government setting
Municipal government experience and an understanding of municipal accounting and reporting guidelines is considered an asset
Comprehensive knowledge of accounting information systems (Great Plains/Diamond, Questica)
Proven leadership in more progressive roles for at least 3-5 years. Demonstrated ability to perform at a managerial level including effective supervisory, coaching, mentoring, and human resource management
Ability to make decisions in accordance with established policies and procedures
Possess excellent attention to detail, strong prioritization skills, and the ability to troubleshoot and problem solve
Proficient in Office 365 with advanced Microsoft Excel skills
Display strong communication and public relations skills
Demonstrated ability to show initiative and work independently with minimal supervision
The work week is Monday - Friday, 35 hours per week.
