Library Manager

This position will primarily be responsible for providing stakeholder access to exceptional programs, materials, and services to patrons based on the approved Plan of Service. This position manages the operations of the Hinton Municipal Library in accordance with the provincial Libraries Act and Regulations while overseeing the Coal Branch Archives as part of the Archives Society of Alberta. This position also undertakes supervision of Library staff according to the Town’s Collective Bargaining Agreement with Unifor Local 855.

According to the Contract for Services, this position is accountable to, receives direction from, and reports to the Hinton Municipal Library Board and has a subsequent reporting relationship with the Community Services Director on matters pertaining to the Town of Hinton.

Key Responsibilities Include:

Internal (30%)

Provide leadership, development and oversight of staff, volunteers and contract services in line with the Library’s stated values and goals

Review and monitor programs, services, internal processes for cost, efficiency, long- and short-term outcomes, effectiveness, and trends

Monitor the Plan of Service and update the Board on progress or variance

Aid the public in the use of the Library and its services, as needed

Implement the Board’s policies

Ensure appropriate internal and external communications are in place to provide accurate and timely information to the staff, Board, Council, other elected officials, partners, and members of the public

Plan and implement standards and procedures for the effective operation of the Library

Board Support (30%)

Provide innovative leadership and vision for the Library staff and Board

Support the Board through reports, data, meeting coordination, advice and information

Oversee accurate financial control procedures for revenue and expenditures including monitoring operating and capital budgets, analysis and identification of variances

Establish realistic budgets for Board and Council review

Seek out and apply for funding and other grants as required

Present to Council as necessary in collaboration with the Board

Support the Board in the development and implementation of a Plan of Service

Support the administrative needs of the Board

External (30%)

Build and maintain relationships with the Town, community agencies, service providers and partners

Seek opportunities to participate with Town Departments and other organizations to achieve common goals and interests, maximize resources and minimize program duplication to address service gaps

Manage the agreements between the Library and other public and private organization

May be assigned a role within the Emergency Coordination Centre for Disaster Services

Responsible for the oversight and maintenance of the Archives

Professional Development

Participate in ongoing professional development and in professional associations

Requirements:

REQUIRED QUALIFICATIONS & KNOWLEDGE

Master’s in Information and Library Technology from an ALA accredited institution

Minimum 3 years of work experience in a library setting or related work environment in developing, implementing, evaluating library or archival services, programs, and work procedures

Experience in financial administration and budget preparation for a non-profit organization

Familiar with Board governance processes and procedures

Proficient with computers and systems such as library catalogues and databases, electronic communications, and social media platforms

Satisfactory background screening is required for this position including a Criminal Record Check and Vulnerable Sector Check

A Class 5 Driver’s License with a satisfactory Driver’s Abstract
