Human Resources Coordinator

Position Summary

Reporting to the Director of Corporate Services, the Human Resource Coordinator is responsible for the coordination of all HR activities and the maintenance of data related to HR services for Yellowhead County. This position will assist the Director of Corporate Services with all HR activities in the area of policy development, programs and procedures, records maintenance, recruitment, employee relations, health and safety, employee communications, pension, and training and development.

The salary range is currently $64,254 to $81,350 per year. Yellowhead County offers a competitive benefit plan.

Key Responsibilities Include:

Human Resources

Maintain the HR data in the automated system

Maintain personnel files for all staff

Prepare employment letters to staff under the direction of the Director of Corporate Services

Assist the Director in the preparation of amendments to the Personnel Policy

Provide information to staff regarding the Personnel Policy

Assist Departments with the recruitment and selection of employees as needed

Co-ordinate documentation for Salaried, Wage, Casual/Volunteer Firefighters and District Chief positions including commencement and termination

Co-ordinate all documentation for seasonal employees including advertising, orientation, commencement and termination

Under the direction of the Director establish, implement and monitor the performance management system and succession planning procedures

Monitor job descriptions for accuracy, consistency, completeness, and ensuring change logs are kept up-to-date with all appropriate sign-offs

Recruitment

Works with Managers to develop job descriptions and position postings that adhere to the County’s policies

Prepare notices and advertisements for vacant and new positions

Works with Hiring Managers to develop interview questions and leads the interview process

Completes background and reference checks to ensure the suitability of candidates; works with department managers in making sound hiring decisions

Prepares offer letters, arrange for the completion of commencement packages, and conduct employee orientation sessions

Works with various departments to promote recruitment initiatives

Processes administrative functions including: data entry, copying, scanning and filing for employee personnel files

Maintains the record retention and management for employee files and employment-related information in compliance with Freedom of Information and Protection of Privacy (FOIP)

Assist in the development and implementation of recognized best practices within HR

Provide oversight in the management of the County’s health and safety program and monitor STD, LTD, and WCB

Prepare termination documents in accordance with all Federal and Provincial legislation and County policies

General

Assist the public in a pleasant and efficient manner

Maintain a current Procedure Manual for all aspects of the position

Assist in any other related duties or special projects as assigned by the Director

Participate and assist in a positive and professional manner as a team member in all operations of Yellowhead County

Act as the primary backup for the Payroll Coordinator during absences and at year-end peak periods

Requirements:

Education/Skills

Completion of a two (2) year post-secondary diploma in Human Resources, Business Administration or a related discipline

Successful completion or working towards completion of Chartered Professional in Human Resources (CPHR), Certified Human Resources Professional (CHRP), or Certified Human Resources Leader (CHRL) designation or equivalent

Knowledge of accounting procedures, Federal and Provincial Employment and Human Rights Legislation

Two (2) years experience related to providing HR services

Three (3) years experience in computers using Microsoft Office

An equivalent combination of education and experience may be considered

Proficiency in Microsoft Office

Ability to maintain confidentiality with respect to all matters pertaining to Yellowhead County

Must be bondable

Valid Class 5 driver’s license

Preferred Qualifications

Education/Skills

University degree from a recognized University in Human Resources, Business Administration, or the Social Services

CPHR or CHRP designation

Successful completion of intermediate accounting courses

Certificate in payroll and benefits administration from a recognized post-secondary institution

Knowledge of Great Plains Dynamics/Diamond, AVANTI, Pearl, and LAPP

Five (5) years of progressive experience in Human Resources
