Geographical Information Systems Technician

This is a full-time permanent position working 37.5 hours/week.

Situated in the heart of central Alberta, Kneehill County is a progressive rural municipality comprised of approximately 814,653 acres of land and a population of 5001. Within the Kneehill County boundaries, are the Towns of Three Hills and Trochu, Villages of Acme, Carbon, and Linden, and 4 Hamlets (Torrington, Huxley, Swalwell, Wimborne) and other neighborhoods (Hesketh, Sunnyslope) with a total population of 11,193.
Today, agriculture remains the backbone of the local economy, complemented by a strong oil and gas industry. Wind power is now a fixture in the Kneehill County hills and skies. We are also part of the Canadian Badlands tourism group. Kneehill County borders the Tyrrell Museum in Drumheller and Rosebud Theatre in Wheatland County, which both play a large part in the tourism of the region. Camping is very popular in our area, which Kneehill County has four overnight campgrounds under its umbrella (Keivers, Braconnier Dam, Swalwell, and Torrington).
Position Summary
The Geographical Information Systems (GIS) Technician position within the Corporate Services department administers and is responsible for designing, developing, managing, and maintaining GIS databases, as well as providing reports and mapping for all County Departments.
Key Responsibilities Include:
Accountabilities
- Design and develop in coordination with County staff, the County’s G.I.S. system using data that will provide County departments with information to assist them in their decision-making
- Prepare and maintain data management protocols and ensure that all required licenses are in place and adhered to
- Responsible for creating and maintaining all the data layers used by other departments
- Identify and prioritize G.I.S. needs, in consultation and coordination with each department based on existing data and software
- Collect and process GPS data from items such as handheld GPS equipment and field data
- Provide recommendations and reports to County administration as required
- Assist with annual G.I.S. capital and operating budgets
- Maintain all data and technology to ensure that it is current, including updates to all data received from outside sources
- Assist in the maintenance, operations and development of projects that contain G.I.S. as a component
- Develop database queries, application scripts and customized routines
- Develop back-up/supporting information for each data set including, but not limited to, specifications for data and the reasons for collecting that specific data
- Create CAD drawings and overlay them in G.I.S. maps as required
- Maintain Web GIS System
- Develop and assemble data for presentation purposes for Council and other committees
- Develop the County maps and update them as required
- Assist with the Asset Management program as required
- Provide support for IT services as needed
- Perform any other related duties as assigned by the department Supervisor
Requirements:
Qualifications
- Completion of post-secondary education carrying a minimum diploma or degree as a G.I.S. Technician, Technologist or in other related disciplines
- Excellent working knowledge of G.I.S., G.P.S., AutoCAD, Python, Post GIS, SQL, QGIS and Microsoft Office Suite and associated systems and software
- Strong operating knowledge of Munisight, Altalis, Abacus and the Alberta Addressing system
- Minimum two years’ experience in municipal G.I.S. systems, surveying, V.T.S. and CAD
- Excellent interpersonal, public relations and verbal/written communication skills
- Excellent analytical, organizational, and time-management skills with the ability to multi-task and prioritize workloads
- Strong technical writing skills and experience
- Valid Alberta Class 5 driving license
