The Opportunity

The City of Wetaskiwin is seeking a Leader that demonstrates teamwork, customer service, and the passion to serve our community. Having effective communication, decision-making and time management are key elements of this role.

Reporting to the General Manager of Community & Protective Services, the Fire Chief will oversee, plan, direct and control all aspects of the fire department including administration, fire suppression, fire prevention and rescue activities. The fire chief will also administer applicable local, provincial, and federal fire regulations. Administrative duties comprise planning, directing, and controlling all fire department activities including recruitment of personnel, purchase of equipment, control of expenditures, preparation of budget estimates and the assignment of personnel and equipment to meet required objectives.

Key Responsibilities Include:

Plan, direct and supervise through subordinate officers the activities of the fire department.

Ensures that the Fire Services Program activities, goals, and objectives are consistent with Council objectives.

Establish and implement Operational Guidelines based on best practices and OH&S regulations.

Have training programs developed and implemented in accordance with accepted standards to improve the understanding and skill of all staff in firefighting and rescue procedures.

Ensure adequate records are kept of all required maintenance and training.

Prepare and submit an annual budget and long-range plan and make expenditures within approved limits.

Develop and revise a long-range capital plan to keep pace with development.

Liaise with and advise planning, engineering, and other departments on development implications for firefighting as part of the development approval process.

Ensure that all local government policies and processes are adhered to.

Liaise with representatives of neighboring fire departments to ensure adequate mutual aid agreements are made for mitigating major emergency incidents.

Participate in the local and regional emergency planning process.

Oversees fundraising activities and events.

Assumes the key position and accountability for Emergency Operations Center

Participates in civic programs, emergency measures operations, fire safety, public education, and prevention programs, attends and addresses groups and meetings, promotes and maintains effective public relations.

Directs fire prevention, public education, inspections, and bylaw operations.

Promotes a safe workplace, ensuring that all established safety procedures are followed, and everyone goes home

Ensures the Fire Department stays current in fire protection technology and methods

Completes Fire inspections in the community

Requirements:

EDUCATION AND WORK EXPERIENCE:

Grade 12 PLUS knowledge of all applicable federal, provincial, and local regulations, standards and guidelines, Fire Service Act and Regulations and the Alberta Fire Service Minimum Training Standards

Knowledge and training in Incident Command System (ICS) with minimum ICS 200.

Minimum of 10 years of firefighting experience with progressive responsibility within fire services.

KNOWLEDGE, SKILLS & ABILITY:

Knowledge of the NFPA 1001 and 1002 Firefighter Training Standard; NFPA 1041 Level 1&

Fire Service Instructor; and NFPA 1033 Fire Investigator Professional Qualifications

Knowledge of OH&S regulations.

Knowledge of the City of Wetaskiwin and fire protection area.

Superior organization skills and ability to make informed and educated decisions.

Interpersonal, verbal, and written communications skills.

Conflict resolution skills and employee engagement strategies.

Ability to adapt readily to changing priorities.

Act decisively with sound judgement in situations to high-risk situations.

Ability to oversee and manage emergency and crises situations.

Able to develop strategic and functional department plans

Knowledge of provincial legislation and bylaws fire services and emergency management.

Strong leadership skills

Responsible and oversees staffing, professional development, and training.

Competent computer skills

Analytical and detail oriented.
