Job Description:
Crossfield is a town of 3,370 people located 50 kilometers north of Calgary along the QEII corridor, and an hour’s drive to the Rockies. Crossfield, a family focused community offers small community living with big city amenities just a short drive away.
Working 35 hours/week in partnership with the Director of Corporate Services who is responsible for the direct supervision of the 4 positions related to financial services in the areas of accounts payable, payroll, utilities, customer service, cash receipting, and cemetery administration. The Financial Officer takes the lead role for taxation, accounts receivable, audit, banking, and risk management. This position will ultimately report to the CAO.
The ideal candidate for this position is an effective communicator with strong interpersonal skills, robust analytical skills with the ability to make decisions and work under pressure to meet tight deadlines. This position will also be provided with a comprehensive benefit package.
Key Responsibilities Include:
RESPONSIBILITIES
- Work closely with other Senior staff to provide support, advice, and guidance on the consistent application of legislation, bylaws, policy, and procedures.
- Manage the planning and delivery of financial and accounting services to ensure decision makers have access to timely, accurate and reliable financial information.
- Oversee the department’s internal controls to ensure efficient business operations and safeguard of corporate assets.
- Ensure efficient and professional customer service.
- With the Director of Corporate Services work jointly with department employees including hiring, training, scheduling, and the evaluation processes.
- Coordination and preparation of quarterly financial reports and year end working papers and financial statement audit.
- Supervise data control operations in the financial sub ledgers including the approval of documents and batch processing control; implement modifications to improve systems; participate in the development and testing of new systems.
- Ensures the integrity and maintains reconciliation of the general ledger and sub ledgers, reconciliations, and journal entries on a monthly basis.
- Participates in the development and implementation of departmental goals, objectives, policies, procedures, and priorities and recommends resource needs.
- Oversees and maintains internal controls of financial functions for the organization ensuring systems and controls, checks and balances are in place for efficient operations in accordance with all legislated requirements and generally accepted accounting principles.
- Overseeing input of data into municipal Muni-ware software program.
- Oversee the receipt of revenue and payment of expenditures in accordance with the annual budget.
- Monitor the bank accounts, the manager visa accounts, all departments’ petty cash and the ATM operations.
- Conducting monthly bank reconciliations, financial month end tasks and preparing month end reports for review by Senior staff.
- Prepares the quarterly GST remittances and assists in regular audit reviews.
- Maintain professional relationships with various suppliers and support teams to ensure effective, efficient delivery and control of information including software install and upgrades.
- Oversee the submission of all insurance claims and the current insurance portfolio.

- Maintain strict confidentiality of sensitive materials and information.
- Completes special projects and analyses as assigned.
- Is the lead with IT services.
- Other duties/responsibilities as assigned.
Requirements:
SKILLS AND ABILITIES
- Excellent communication and presentation skills to provide accurate, clear and concise recommendations and supporting analysis in written and oral presentations.
- Strategic and critical thinking with the ability to analyze complex financial information and use sound judgement and diplomacy to make recommendations.
- Strong knowledge of relevant municipal and provincial legislation and public sector practices, including the ability to develop, administers and implement policies in accordance with legislation.
- Strong managerial and human resources skills.
- Advanced skills in Microsoft Excel and experience with Muni-Ware Financial Software is essential.
- Strong interpersonal relations and ability to work effectively with colleagues.
- Ability to prioritize workload to meet strict deadlines.
QUALIFICATIONS
- Professional Accounting Designation (CPA or equivalent) with at least five years directly related and progressively responsible experience managing financial functions, preferably in a municipal sector.
- Comprehensive knowledge of Public Sector Accounting Standards, Municipal Government Act of Alberta, and Freedom of Information and Protection of Privacy Act.
- Knowledge and understanding of business planning, financial analysis, budgeting, and reporting.
