Reporting to the Director of Planning and Development, this position will act as the engineering liaison and technical expert within the Planning and Development Department. As the Engineering Technologist/Planning Technician, you will execute critical functions to ensure that civil infrastructure is designed and constructed to municipal standards, and to ensure that the Town’s land databases are maintained with the up-to-date record information essential to successfully account for and sustain the Town’s infrastructure assets.
Key Responsibilities Include:
Working with and being the primary point of contact for all private contractors, developers, and consulting engineers.
Responding to external inquiries about Town infrastructure, services, standards, and development procedures.
Reviewing development permit applications, land development proposals, construction and servicing plan submissions, subdivision applications, engineering drawings, and other technical reports and referrals to ensure compliance with the Town of Whitecourt Design Standards, Master Plans, and Statutory documents.
Preparing administrative reports and making presentations with recommendations to Development Authorities.
Performing engineering related functions including planning, designing, drafting, surveying, technical studies, reports, construction supervision, and inspections.
Negotiating and preparing development agreements for approval, and administering all terms and conditions including monitoring of development progress, security reviews, recommendations for security releases, and enforcement.
Overseeing the Town’s addressing system and maintaining a system for the management of registered plans, record drawings, inspection reports, municipal maps, survey data, and other related land information.
Providing drawing, mapping, transportation planning, and asset management services for the Town of Whitecourt.
Maintaining the Town’s mapping systems and databases with up-to-date accurate information.
Registration as a Certified Engineering Technologist (C.E.T) or Registered Professional Technologist (P.Tech.) with a current ASET membership; Registered as Engineer-in-Training (EIT) or eligible for registration as a professional engineer with APEGA.
3-4 years of experience directly related to land use planning and urban design with applicable practical field and design experience in land development and municipal servicing.
Proven experience or formal training and a proficient knowledge of GPS and conventional survey equipment.
Proven experience or formal training and a proficient knowledge of CAD and GIS programs related to this position.
Excellent knowledge and technical applied knowledge of engineering design and construction standards (roadways, water, sewer, drainage).
Ability to interpret and apply legislation including recommendations for policy and procedure amendments.
Excellent customer service, organizational, time management, and prioritization skills, coupled with strong business letter and report writing techniques. Previous asset management experience would be considered a strength.
Strong attention to detail, ability to critically analyze information, and solve problems of a complex nature.
Ability to compile and analyze data on demographic, economic, legal, political, cultural, sociological, physical, and other factors affecting land use or sustainable development goals.

The Town of Whitecourt offers a progressive working environment, a comprehensive benefit plan, and Local Authorities Pension Plan. The salary range for this position is currently $84,145 to $102,375 per year.
