Rocky View County is looking for your passion to support communities and advance the interests of Rocky View County by drawing on your extensive senior leadership expertise and understanding of the broader landscape of a municipal environment to anticipate and plan for the future of the County, in collaboration with the CAO & Executive Leadership Team (ELT), while balancing the needs of stakeholders and the public with the realities of our fiscal situation and timelines. The Director, individually and collectively, is an integral agent of the CAO to advance the CAOs agenda and that of ELT as a whole.
The Director is responsible for supporting and enabling the design, development, implementation and reporting/monitoring of the County’s strategic priorities, assigned special projects and other corporate objectives as assigned by the CAO. The Director must plan, organize, lead, control and implement the work of Business Intelligence and Analytics, Strategic Management and Corporate Performance and Service Design.
The Director actively participates as a member of the ELT, which involves decision-making on programs, policies and operational matters at corporate and Department level. This position is instrumental in advancing the department and corporate strategic plans. The position may act as a chief of staff when delegated by the CAO.
Key Responsibilities Include:
A dynamic functioning leader, the primary obligation of the Director is to the strategy, priorities and direction of the County. This working level Director leads and support the Strategy and Performance team (comprised of managers and professional staff) in the delivery of their duties which are aligned with the corporate objectives.
Business Intelligence and Analytics
- Facilitate quality information gathering, integration and sharing.
- Conduct business-specific research, business intelligence and analytics in accordance with corporate policies and standards
- Connect analytics and business intelligence to business strategy and risk mitigation.
Strategic Management and Corporate Performance
- Lead development of department/branches business strategies/plans in alignment with the strategic planning framework.
- Provide input into the development of corporate strategy/plan methodologies, templates, tools created by corporate stream.
- Develop and collaborate with each division and department across the County and ensure alignment of strategies and plans to the corporate strategic plan, across other organizational strategic plans, and play a key role in the Capital and Operating budget process.
- Provide direct support to the corporate and department leadership for the implementation of corporate strategy; and with identification and management of risks, performance measures, analytics, and the evaluation of programs.
- Ensure front line services and operations are delivered in a way that aligns with corporate strategy and Council’s direction.
- Facilitate and ensure divisions and departments’ policies support corporate strategy and fully integrate policies and strategic plans that support the achievement of the County’s vision.
Service Design
- Develop implementation plans to advance service design initiatives in the department and achieve the County’s goals.
- Ensure alignment with related corporate frameworks, systems and processes through a customer-centric approach, test/prototype solutions and continually improve design of services.
- Lead implementation within divisions and departments with support as needed.
- Support development of meaningful operational performance measures.
- Evaluate and report on effectiveness of improvements.
Fiscal Management
- Participate in all short- and long-term financial planning processes, ensuring continued improvement in all facets of the Department’s financial affairs.
- Ensure effective financial planning and expenditure controls are in place and is accountable for fiscal responsibility, efficiency, and restraint, while maintaining integrity and effectiveness in all aspects of administration for programs and services of responsibility.
- Participates in the preparation of annual budgets for operating and capital programs as well as staffing budgets in accordance with guidance from the CAO pursuant to the Municipal Government Act.
- Monitor and provide updates to the CAO on the operating and capital budgets; and in particular report on variances between budgeted and actual expenditures.
Management | Leadership
- Provide technical guidance, coaching and mentoring. Promote, build and support employee’s professional development, expertise, performance, onboarding, and succession planning, providing subordinates with achievable goals and resources.
- Demonstrate leadership skills, team building, conflict resolution, business/technical writing skills, coaching and mentoring abilities in addition to time management, organizational, problem solving and decision-making abilities.
- Responsible for quality of work, budget compliance and planning methodology, training and development, compensation, performance management, hiring, etc.
- Resolve issues expeditiously and ensure that employee resources are in place and utilized effectively to meet the service delivery standards of the County.
- Manage operational area with an emphasis on efficiency, accuracy, quality and safety to ensure superior level of customer services.
- Plan, develop, organize, prioritize, implement, evaluate, and direct department workflow, ensuring the fulfillment of project assignments within budget, with quality, and on schedule.
- Ensure workers have a clear understanding of their role and responsibilities relating to RVC’s health and safety program and in the Alberta OHS Act Regulation and Code.
- Ensure that all the operations under their supervision adhere to the requirements of the County’s OHS Program.
- Safeguard all RVC work areas from harassment, discrimination, and violence.
- Actively participate during County emergency response situations.
- Act as chief of staff to the CAO or on behalf of the CAO when tasked, and advancing the CAOs agenda.
Requirements:
A minimum ten years (10) years of diversified experience in senior leadership roles with complex organization(s) managing a team in strategic management, risk management, business planning, corporate performance or a related field. Additional training in policy development, public administration, government relations, project management and/or change management would be considered an asset.
- Advanced skills, knowledge and understanding of business, government, strategic thinking, systems thinking, financial management, risk management, change management, organizational development, and project management
- Understanding of a broad range of County's political and administrative interests and operating with a great deal of independence and sensitivity regard these issues.
- Ability to lead and support the connections and integration between multiple departments and within assigned department.
- Requires demonstrated leadership skills, team building, conflict resolution, business/technical writing skills, coaching and mentoring abilities in addition to time management, organizational, problem solving and decision making ability.
- Well-developed communication and interpretation skills, with the ability to work independently and collaboratively in a multi-disciplinary team.
