• Plans, controls, and delegates the delivery of corporate and planning services.


• Develops effective management of cash reserves; control and monitoring of purchasing, receivables, payroll, Human Resources, assessment, and taxation; information processing; information technology, inventory, asset management and risk management.


• Checks and monitors activities to ensure that they comply with approved policies, procedures and provincial legislation.


• Provides technical and analytical expertise and advises the Chief Administrative Officer, Council, and the management team regarding all financial and accounting management within Yellowhead County.


• Conducts research relative to all bylaws and amendments, policies and procedures.


• Originates the development and implementation of departmental goals, objectives, policies, procedures, and priorities for all activities; and approves or recommends resource needs.


• Prepares and presents reports to Council.


• Attends and participates at all regular and special meetings of Council and Council strategic planning sessions.


• Participates as a member of the Management Committee for coordinating interdepartmental activities, and identifying and discussing administrative and operational issues.


• Monitors the job site health and safety of Corporate Services and Planning staff as per the Occupational Health and Safety Act and Workers Compensation Act.


• Contributes and assists in a positive manner as a team member in all operations of Yellowhead County.


• Conducts other related duties as directed by the Chief Administrative Officer.

• Provides signature to all cheques in the capacity as Chief Financial Officer for Yellowhead County.


• Develops, initiates, and maintains departmental and financial policies and procedures.


• Plans, coordinates and advises the implementation of financial management software to ensure the accuracy and adequacy of financial reporting obligations.


• Prepares the municipal operating and capital budgets and presents same to Council.


• Provides support to Directors in the budget planning process, reviews departmental budgets with Directors and the Chief Administrative Officer, advises and assists Council in the review of budget issues, variances and related reports.


• Maintains the tangible capital asset program for all Yellowhead County fixed assets


• Maintains the appropriate insurance coverage for all Yellowhead County assets.


• Controls the contract for assessment services.


• Monitors the payroll system for Yellowhead County to ensure it meets legal and operational requirements.


• Coordinates and prepares the year-end financial statements, annual information returns, and statistical returns as required by provincial legislation.


• Coordinates the annual financial audit and is primary liaison with external auditors.


• Provides all financial data for release to the public, Council and special projects for Directors.


• Implements the effective control of cash and reserve management to ensure the best possible return on investment.

• Responds to public complaints and inquiries in all department areas.


• Acts as the financial controller in the Emergency Operations Centre.

• Responsible for all physical and electronic filing and storage of County documents.


• Responsible for destruction of all physical and electronic documents as per legislative requirements.

• Prepares and recommends amendments to the Personnel Policy.


• Provide information and advice to staff regarding the Personnel Policy.


• Ensures the administration of the compensation and benefits systems for employees.


• Provide necessary advice, research, and information to the Department Directors and Chief Administrative Officer in personnel issues and grievances.


• Assist Departments with the recruitment and selection of all employees and provide advice as needed.


• Plan, coordinate, and develop staff training and development program.


• Completes employee performance reviews on all direct reports within the Organizational Chart.


• Ensures confidential employee files are maintained for all employees.

• Supervises the activities of the Systems Coordinators.

• Coordinates maintenance and updates to all computerized systems within the County.


• Coordinate and analyze research prepared by the Systems Coordinators on new equipment purchases.


• Review software licensing and registered programs to maintain adequate operations for Yellowhead County.


• Approves the disposal of all obsolete, redundant computer and office equipment as recommended by the Systems Coordinator.


• Co-ordinates the preparation of the annual IT budget.


• Develops the IT business plan.


• Coordinates and monitor's the Employee Computer Purchase plan as outlined in the Policy.

• Supervises the activities of all direct reports within the Organizational Chart.


• Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.


• Coordinates with all direct reports to ensure that adequate staff training and resources are in place, and utilized effectively, to meet the service delivery standards of the Corporate Services and Planning departments.


• Responsible for the interview and hiring process for all Corporate Services and Planning department staff.
