As a key member of the senior management team, the Director of Community Services delivers valuable Community Services to residents. The core functional areas the Director is responsible for include the development and utilization of Town Owned Facilities, Parks & Open Spaces, Family & Community Support Services, and Community Events.
The Community Services Director has the capability to identify needs, plan and develop goals, priorities, and outcome measures simultaneously.

Experience, knowledge and ability to lead and work with internal and external boards and committees as well as agencies associated with Town business activities.
Familiarity with the Municipal Government Act, and other provincial statutes and legislation.
Key Responsibilities Include:
Evaluates the effectiveness of the department’s policies, programs and resources to stated objectives, reviews issue and makes recommendations to the CAO.
Develops, for approval, department operating/capital budgets and long-range budgets that support the department’s mandate and meet the goals and objectives of Council.
Controls operational/capital requirements and maximizes efficiencies by seeking out grants, reviewing contracting opportunities and the utilization of volunteers.
Facilitates the relationship between user/community groups and the Town’s facilities.
Directs, through the department’s resources, the operation of the Town’s facilities, keeping the needs of the community in proper focus.
Oversees, in cooperation with the Director of Infrastructure & Property Services, the operation and maintenance of Town facilities, sports complex, parks and green spaces.
Hires, trains, evaluates and releases (as necessary) all subordinate staff within approved personnel policies and legislation.
Develops a positive and proactive Customer Service philosophy throughout the department. Responds to public inquiries and complaints according to approved procedures.
Directs and conducts research relative to bylaws, policies, management reports, etc. Ensures that relative departmental bylaws are up to date.
Provides visionary leadership and expertise, along with guidance and support to volunteers.
Meets regularly with the senior management team and Community Services staff to keep abreast of operations, facilitate two-way information exchange and provide input for operational critique and improvement.
Functions as an advisor to community service organizations requesting assistance in the areas of needs surveys, facility or program planning, equipment and program resources, and budgeting. Meeting with community organizations requiring assistance and have resources available to them.
Plans, promotes, assists, develops, operates and administers a broad range of recreation and cultural programs, and Family and Community Support Services projects. Directing and coordinating staff in the implementation of programs and projects.
Plans, implements and oversees Town sponsored special events (Canada Day, Blackfalds Days, etc.). Ensures the safety and well-being of people in a wide range of circumstances and settings, when they are dependent on services the Town provides.
Performs other duties as assigned by the CAO.
Education and Experience:
Post-Secondary Degree in a related field such as Community Development, Recreation Administration, Social Sciences or Public Administration.
Progressively responsible experience and positions in the public and/or private sectors including:
Effective management, team building leadership and supervisory strengths, with a commitment continuous improvement and excellent customer services.
Proven ability to facilitate results by supporting and interfacing with volunteer organizations, appointed boards, government officials and technical staff.
Personnel initiative with good planning and organizational skills as well as a high degree of integrity and professionalism.
Solid understanding of community based, preventative social development, volunteer management, parks and facility operations, and leisure programming concepts.
