Under the direction of the Planning and Development Manager (Andrew Chell), this position works to ensure all developments are compliant with the city’s Land Use Bylaw, Municipal Development Plan, council policies, and statutory requirements. The successful candidate would also provide planning, development, and assessment knowledge to a variety of internal and external stakeholders.
This position provides administrative and customer service support with an ability to work independently. The Development Officer I must execute the roles and responsibilities of the Development Authority as authorized by the Municipal Government Act in collaboration with the Development Officer II.

Key Responsibilities Include:
Development Authority Responsibilities (60%)
Review permit applications for completeness and accuracy.
Issue development permits for permitted and discretionary uses according to the Land Use Bylaw.
Assists with land use and development procedures within the department, such as subdivisions, statutory plan approvals, business licenses, etc.
Advise potential developers and provide responses to public inquiries and referrals.
Receive and follow-up on complaints pertaining to the Land Use Bylaw
Conducts site inspections when required
Recommend revision of policies and bylaws pertaining to Development Services
Assist in preparing agendas for Public Hearings and Open Houses for topics related to Development or Assessment
Maintain professional affiliations and comprehensive current knowledge of applicable legislation, new trends and literature
Office Administration and Support (40%)
Acts as the primary customer service touchpoint for applicants. Answers customer questions and provides advice and assistance as required.
Prepares, organizes indexes and maintains City records, files and documents.
Reviews real property reports for compliance and issue compliance notices accordingly.
Assist in the preparation of the Safety Codes Audits and Annual Reviews.
Assist in preparing information for public hearings and open houses related to development.
Coordinates communication with other City departments where necessary.
Provide information and support to contracted services such as assessor, safety codes inspectors, etc.
Maintain records and accounts associated with the Safety Codes Act and Quality Management Plan.
Input and maintain all information regarding land titles, school support, address changes and sale price questionnaires.
Maintains the Development department web page.
Education and Work Experience
Post-secondary certificate or diploma in Office Administration.
Applied Land Use Planning (ALUP) Certificate or equivalent would be an asset
Membership in the Alberta Development Officer’s Association (ADOA) would be an asset
A minimum of one year of municipal experience and in office administration
Knowledge Skills and Abilities
Experienced in writing and editing correspondence and reports
Familiar with the mandate and procedures of the Alberta Safety Codes Council.
Familiar with development approval procedures and regulations under the Municipal Government Act and related legislation.
Familiar with the responsibilities and authority of the Development Authority under the Municipal Government Act
Ability to provide telephone and in-person inquires and reception
Provide information to employees, vendors, and stakeholders
Knowledge and experience with land-use bylaws
Experience with GP Diamond Financial software preferred
Proven customer service and reception skills
Competency with MS Office suite, social media, research methodologies, database programs.
A Class 5 Drivers License and a Driver’s Abstract is required
