Deputy Regional Fire Chief

The Municipal District of Taber has an exciting opportunity for a motivated and forward-thinking professional with a proven ability to build a strong team environment to service as Deputy Regional Fire Chief.

Second in command to the Regional Fire Chief, the Deputy Regional Fire Chief will direct and coordinate activities and operations of the Municipal District of Taber Regional Fire Services (MDTRFS) composite service including fire prevention, public education, training, facilities and related activities.

Key Responsibilities Include:

The requirements listed below are representative of the knowledge, skill and/or abilities required:

Provides leadership, performance management and supervision to the fire and emergency services departments administered under the MDTRFS;

When required, provides fire service and emergency scene command including scene evaluation, strategy and tactics to be deployed, direct emergency personnel and resources to effectively and efficiently bring the situation to a safe conclusion while ensuring compliance with operating guidelines of the MDTRFS;

Provides direction to volunteers regarding fire prevention programs, public education programs, requiring regular reports and adherence to accepted professional guidelines, codes and standards;

Fulfils the role of Deputy Director of Emergency Management as per the Alberta Emergency Management Act;

Assists in the development and ongoing maintenance of municipal emergency plans and mutual aid agreements with other governments;

Undertakes community emergency planning and training for the MD of Taber, regional partners and local industry;

Coordinates, schedules, directs and carries out training of personnel and volunteers in NFPA standards for firefighting, rescue and medical first aid response;

Demonstrates the ability to develop relationships of trust, credibility and rapport with firefighters, municipal councils and administration, and most importantly recognizes the value of accountability, professionalism and transparency towards the citizens and municipal partners of the MD of Taber;

Demonstrates ability to deal effectively with emergency events within the rural municipal context;

Participates in on-call Duty Officer on a rotational basis to provide timely assistance and/or guidance to staff/firefighters, citizens, partners and the District Officers during emergencies, complaints or other requests;

Sound understanding of municipal budgets, development of invoices for services rendered, and maintaining training and service records;

Ability to work in a computerized environment, including the use of FirePro2;

Assists in maintaining and/or developing industry best practices in operational guidelines and standards;

Conducts life safety inspections as mandated by the Joint Quality Management Plan (JQMP) in accordance with applicable legislation in the jurisdiction of the MD of Taber, Village of Barnwell and Town of Vauxhall;

Working cooperatively and collaboratively with external government agencies including intermunicipal partners.

Requirements:

Possesses a minimum of 5 years of leadership experience working alongside and within a municipal volunteer fire service;

ICS 300 (required), 400 and asset;

First Aid and HCP CPR training certification;

NFPA Firefighter 1001 Level 1 & 2;

NFPA 1002 Standard for Fire Apparatus Driver/Operator Professional Qualifications;

NFPA 1021 Company Officer Level 1;

NFPA 1041 Level 2 Fire Service Instructor;

NFPA 1072 Hazardous Materials Awareness and Operations;

Basic Emergency Management Course;

Director of Emergency Management Course;

Valid Class 3 Alberta Driver’s License with ‘Q’ (Air Brake) endorsement;

The ability and interest to achieve additional certifications and qualifications as required;

Residency within 10 kilometers of the MD of Taber Administration Office is a permanent job requirement;

Physically capable of firefighting service, and able to work in all weather conditions.

Working knowledge of the Alberta Fire Codes, Alberta Building Code, Alberta Safety Codes Act, and the Forrest and Prairie Protection Act.
