Community Peace Officer

Position Summary:

The Community Peace Officer is responsible for protecting the County’s infrastructure, the people using the infrastructure, including the property and people served by the County’s infrastructure, by enforcing applicable municipal, provincial, and federal statutes, as authorized, and through established policies and procedures.

As a member of Wheatland County Protective Services, the Community Peace Officer will work in tandem as a supplemental law enforcement agent within the provincial jurisdiction of Alberta, as authorized within the individual Officer’s provincial appointments.

Working Conditions:

Working hours are 7.5 hours / day, five days per week with shifts altering from weekday to weekend; times may vary depending on operational and / or emergent situations

Occasional overtime may be required including building alarm call-outs and administrative duties

Ability to lift up to 80 pounds / 36 kg

Key Responsibilities Include:

Adhere to issued appointments (Peace Office appointed Authorities; Bylaw Officer Authorities), within the scope of policies and procedures, as established by the provincial Justice and Solicitor General Public Security Peace Officer Program.

Promote and when necessary, enforce compliance with County bylaws, provincial, and applicable federal statutes through proactively patrolling and educating others within and throughout Wheatland County.

Assist with the emergency management regarding disaster services or other situations, as directed.

Promote compliance with provincial regulation by providing overload / over-dimensional monitoring and enforcement actions including but not limited to violation tickets, education strategies, and approvals, as directed through bylaw or Council resolution.

Provide enforcement through the issuing of violation tickets and / or other educational means on all highways as authorized by the province within Wheatland County.

Provide reports through the submission and completion of files to supervisor, General Managers, CAO, or Council, as required; provide legal explanation when addressing questions of concern from Council or Administration.

Liaise with the Public Works business area regarding conditions and notification of infrastructure problems including damages or signage.

Participate with other enforcement agencies of jurisdiction, when necessary, to investigate collisions involving County vehicles or County roads.

Provide supplemental law enforcement support to other agencies within the scope of duties and authorizations, as authorized by the supervisor.

Respond to requests and directions from the supervisor, General Manager and / or CAO as assigned from time to time.

Represent Wheatland County with integrity and professionalism.

Implement Protective Services policies, processes, programs, services, legislated duties, education / training, and awareness to meet goals and objectives.

Ensure adherence to all applicable Wheatland County policies and bylaws.

Ensure compliance with OH&S including attendance at safety meetings, being properly trained in OH&S related topics (e.g., Emergency Management training and exercises), and ensuring work is completed in a safe manner.

Appropriately, and in a timely manner complete administrative tasks (e.g., required statistical and Officer reporting completed within established timelines).

Relate to and communicate with co-workers, management, customers and Council, enforcement agencies, and the public sincerely, clearly, tactfully, promptly and courteously; respond to inquiries and complaints promptly and professionally; maintain professional working relationships with other enforcement agencies by maintaining ongoing liaisons.

Perform tasks, consistent with the position, including special projects / assignments, as may be required on an ad hoc basis.

Requirements:

At a minimum, completion of law enforcement with a 2 year diploma from a recognized post-secondary educational institution or equivalent police training

Minimum of 2 years of work experience related to the position with knowledge of municipal legislation, relevant federal and provincial statutes, and municipal and provincial policies

Valid Class 5 Alberta drivers’ licence and an acceptable driver’s abstract

Possess a clean criminal background check and have no pending criminal charges / convictions

Basic training in WHMIS, First Aid and CPR

Currently hold or have the ability to obtain a Level I Peace Office Appointment with Alberta Justice and Solicitor General

Successful completion, within the last 6 months or other assigned date, a Physical Abilities Requirements Evaluation (P.A.R.E.) at a maximum of 4.45 minutes, or equivalent standard

Proficiency in computer skills including MS Office and database management

Excellent interpersonal and public relations skills

Strong organizational and time management skills

Effective written communication skills

Ability to work independently and cooperatively in a team environment

Ability to maintain a high level of confidentiality
