We have an exciting opportunity for a Chief Information Officer (CIO) to join a dynamic and innovative City. The CIO oversees digital transformation through the investment, delivery and sustainment of citizen-centric digital information and technology services systems and business applications. Guided by the Corporate Information and Technology Master Plan, the Information & Technology Services department enables all City services and the employees who provide them through evolving use of data, information and technology.
The CIO will provide inspiration and vision to lead the Information & Technology Services department in creating sustainable plans for digital and mobile government, communication and technology infrastructure, analytics, and the introduction of evolving technologies. They will accomplish this by working collaboratively with staff, colleagues, Council, business partners, external providers and other stakeholders, and by applying effective management practices and business processes.

Governance of the City’s Data, Information & Technology Functions
Lead the strategic and operational governance processes of the business organization as it related to data, information and technology as a key enabler of the City’s business.
Initiate strategic information and technology partnerships and develop and manage relationship with internal and external customers and vendors.
Maintain focus on strategic direction and long-term vision while balancing the need to address immediate and emerging needs.
Build relationships and systems necessary to deliver the technical work aligned to the department and corporate direction. Assure alignment of structure, process, competencies, leadership style and culture to the strategy of the organization while constantly aligning to the strategic environment.
Participate in external committees and initiatives in support of achievement of the City’s strategic objectives.
Define and communicate corporate plans, policies, and standards for the organization for acquiring, implementing, operating and maintaining information and technology systems and infrastructure.
Promote and oversee strategic relationships between internal IT resources and external entities, including government, vendors, and partner organizations.
Ensure IT systems operation adheres to applicable laws and regulations.
Establish lines of control for current and proposed information systems.
Assess and communicate risks and mitigation strategies associated with information and technology investments.
Acquisition, Deployment and Protection of Resources and Services
Identify opportunities for the appropriate and cost-effective investment of financial resources in information and technology systems and resources, including staffing, sourcing, purchasing, and in-house development.
Approve, prioritize and control projects and the project portfolio as they relate to the selection, acquisition, development, installation and operational sustainment of major information systems.
Coordinate and facilitate consultation with stakeholders to define business and systems recruitments for new technology implementations.
Review hardware and software acquisition and maintenance contracts and pursue master agreements to capitalize on economies of scale.
Organization and Management of Information & Technology Services Staff
Provide leadership to the Information and Technology Services department staff.
Establish clear lines of accountability within the department, and work collaboratively across the organization to drive horizontal alignment and integration.
Hires, supervises and provides leadership to direct reports responsible for key information and technology functions and portfolios.
Ensure staff are empowered, are appropriately skilled, and well equipped to perform their roles.
Establishing proper operating procedures, providing high-level direction, and conducting regular staff meetings to ensure adequate communications.
Conduct regular staff and supervisory meetings, prepare reports and schedule department activities to ensure adequate leadership and management of all staff.
Monitor supervisory staff for effective and efficient work habits and perform individual follow-up to ensure that assigned tasks and projects are complete.
Oversee recruitment, development, retention and organization of all IT staff in accordance with corporate budgetary objectives and personal policies.
Structure the department to optimize resources and appropriately reflect the needs of the organization.
Operational Management of the City’s Data, Information & Technology Functions
Establish information and Technology Services departmental goals, objective and operating procedures.
Ensure continuous delivery of information and technology services to the organization including disaster recover and business continuity.
Keep current with trends and issues in the IT industry, including current technologies and prices. Advise, counsel and educate executives and management on their competitive or financial impact.
Foster an integrated approach to strategy and issues management and emerging needs.
Oversee the development of communication strategies to stakeholders in order to foster a strong understanding of technology services, issues, risks, threads and opportunities.
Oversee and steward the department budget and apply business acumen and critical thinking in the use of resources.
Develop, track and control the information technology annual operation and capital budgets. Delegate operating and capital budgets to the responsible supervisor.
Develop business case justifications and cost/benefit analyses for IT spending and initiatives.
Establish corporate data protection and information and technology security policies and procedures that foster a culture of security awareness.
Ensure City departments have access to data and information required to make informed decisions.
A 4-year degree in a related field (e.g. computer science, software engineering, information systems) or equivalent education and/or experience. Master’s degree in a relevant field considered an asset;
10 years’ experience in senior level ITS roles to provide:
knowledge of managing Microsoft operating systems, network products and desktop products;
knowledge of managing enterprise class information management, application, database, and GIS systems;
experience in working with all levels of management in a mid-sized organization. Public sector experience in municipal government is preferred;
experience in working in an environment that uses both wide area and local area networks;
experience preparing and tracking operational and capital budgets;
experience in recruitment and performance management in innovative, high productivity environments;
an ability to assess and mitigate cyber-security risk;
an ability to make decisions quickly and handle problems as they occur;
an ability to use consultative process to develop solutions or strategies;
strong verbal and written communication skills including report writing and presentation skills.
This role is currently a work from home position until COVID restrictions are eased.
Required to be available to work evenings and weekends during project implementations and changes that could affect normal operations or during major system outages.
