The Town of Edson is seeking an experienced, professional, and competent individual for the position of Capital Projects Manager.
This high-profile position will be responsible for the successful delivery of the Town of Edson’s infrastructure programs including, capital project management, development reviews and approvals, operational project support and overseeing the Town’s corporate wide Asset Management System.
This person must also be able an excellent communicator with strong organizational skills and leadership capabilities who thrives in a dynamic work environment. You will provide project management and technical expertise on a variety of infrastructure projects, including roads, water mains, sanitary sewers, solid waste, drainage and stormwater management. You will lead with a forward-thinking approach that promotes a team environment to improve overall performance and service
In addition to the above, the person we hire will possess:
A post-secondary diploma in Civil Engineering or equivalent
At least five years’ leadership and experience with major engineering projects and assets
Familiarity with relevant municipal, provincial and federal legislation and regulator agencies

The wage range for this position currently sits at $87,000 - $105,000 per year. Candidate placement within the range during the first six months on the job is dependent on experience and available budget.

Reporting to the General Manager, Infrastructure & Planning, the Capital Projects Manager is fully accountable for the successful delivery of the Town of Edson’s infrastructure programs including, capital project management, development reviews and approvals, operational project support and overseeing the Town’s corporate wide Asset Management System.
In addition to the above the positions also includes the supervision and yearly workplan management for the Infrastructure & Asset Coordinator.
Capital Project Management
Assume lead role in infrastructure capital project management as well as supporting the General Manager in 5 and 10- year Capital Plan including the development thereof, preparation of business cases and budgets.
Support Department Managers in the development, implementation and oversight for operational projects and establish a process for their delivery.
Manage numerous projects ranging in size and complexity.
Significant consultation and negotiation with other departments, contractors, consultants, and regulatory agencies will be required.
Support the General Manager in preparing and monitoring project budgets, council reports, tenders, pre-qualifications, and associated contract documents including assisting financial services in preparing borrowing bylaws.
Procurement and management of consultant and contractor services adhering to all Town policies and that project schedules and budgets are maintained.
Prepare tender documents and requests for proposals to support capital and operating projects.
Conduct design review, construction coordination and administration, site inspections, change order management, financial monitoring and as-built drawing review and acceptance.
Adhere to appropriate standards for proposed construction projects and review designs for compliance with all Alberta Transportation specifications and all Provincial and Federal Environmental acts and regulations
Negotiate and obtain agreements with utility companies and landowners as required to support road construction projects
Deliver notifications to landowners where the construction projects may cause inconvenience or inhibit access
Coordinate with all stakeholders including consultants, contractors, and internal resources to ensure project success
Monitor and report budgets and identify variances and year-end projections
Oversee the maintenance of the corporate wide Asset Management Plan (AMP) and implement projects in correlation with the AMP.
Prioritize expenditures of replacement/rehabilitation for Town assets and infrastructure including but not limited to roads, bridges/culverts, water mains, sewer, storm, fleet and facilities.
Perform cost/benefit analysis and risk management analysis related to asset management when prioritizing capital planning and project recommendations.
Supervise employee(s) in their day-to-day responsibilities and time management.

Budgetary Authority & Responsibilities
Preparation of the annual Infrastructure Departmental operating budget.
Manage the Town’s 5 and 10-year Capital Plans including project scoping, estimates, evaluation criteria and budgets.
Ensure that all procurement related to the Town’s Capital Plan and Engineering programs are completed in accordance with the approved budget, the Purchasing Policy, and other legal or policy requirements.
Support other operation Departments with project related procurement as required.
Ensure fiscal responsibility and efficient revenue generation; pursue alternative funding sources (e.g. grants) wherever possible
Familiarize oneself with policies and procedures relating to spending
Authorize purchases and accounts within assigned limits
Ensure for positive and professional engagement with public stakeholders where necessary
Work with Communications to ensure organizational consistency in communicating to the public
Attend and present at Council, Committee, or external agency meetings as required. Ensure reports and recommendations are well-researched, accurate, and comprehensive.
Provide honest and respectful feedback to Town Council and other stakeholders as required
Education & Certifications
A post secondary diploma in Civil Engineering or a related field
PMP or a CET
Experience & Qualifications
5+ years of experience in the management of major engineering projects and assets
2+ years experience providing management or supervisory duties
Familiarity with municipal, provincial and federal legislation, regulations and regulator agencies relevant to this role
Experience with municipal infrastructure & assets management.
