Broadband Program Lead

Sturgeon County is recruiting for a Broadband Program Lead to join our team!

Sturgeon County has made an exciting, generational $7.3 million investment to begin construction of a rural fiber broadband network that will connect residents and businesses to fast and reliable Internet service.

The Broadband Program Lead will be critical to the success of this initiative, providing day-to-day leadership, and project, vendor, and operational management in support of the Broadband Initiative. This position will work with private sector partners to engage the public, coordinate and manage interrelated projects and activities, oversee a large capital budget, manage complex contracts, ensure performance metrics are met, ensure County assets are protected, and develop opportunities for growth and innovation.

Key Responsibilities Include:

Provide project management to County broadband projects, including:

Oversight of the broadband project portfolio

Develop or assist with project management deliverables, including Charters, workplans, status reports, change proposals, engagement plans and meeting agendas and minutes, as required

Work with County and private sector partners to develop achievable work plans

Ensure internal and external County stakeholders are suitably engaged

Monitor issues and risks, and where necessary develop mitigations and mitigation plans, executing where appropriate

Track project expenses and payments

Ensure municipal and private sector commitments are met

Coordinate municipal activities related to broadband projects

Coordinate Steering Committee meetings

Prepare and/or deliver project reports for the Steering Committee, the Project Sponsor, Leadership Team, and Council, as required

Provide vendor management for County broadband projects, including:

Undertake required procurement activities

Negotiate the development of, and changes to, private sector agreements

Ensure cost-effectiveness of projects and operational activities

Ensure project performance metrics and schedules are defined, monitored, and reported

Work with vendors to resolve issues, escalating where required

Review and provide feedback on deliverables

Recommend County acceptance of deliverables, where required

Create and/or coordinate required County deliverables, including Owner Requirements, Work Authorizations, Work Initiations, and change proposals.

Review vendor progress invoices and authorize payment based on progress achieved

Undertake and/or oversee operational activities, including:

Ensure operational performance metrics and schedules are defined, monitored, and reported

Identify operational issues and risks and work with partners to resolve, escalating when required

Propose and develop operational changes for consideration

Ensure processes are documented and optimized

Monitor project inventories and approve purchases within delegation

Validate and track operational expenses, revenues, and payments

Identify and leverage related opportunities for both private sector and municipal (Smart City) innovation, including:

Research trends and emerging technologies and solutions to leverage and improve the County’s broadband infrastructure

Identify and develop growth opportunities

Provide leadership and advice to County departments on leveraging the County’s broadband assets

Ensure County broadband assets are inventoried, tracked, maintained, and refreshed as needed

Assist with annual operating and capital budget preparation along with corporate business planning activities.

Ensure management of records, electronic documents, and information is completed in accordance with Sturgeon County Records and Information Management policies.

Adhere to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management policies.

Support Sturgeon County Information Services projects and priorities as time and opportunities allow.

Job Qualifications:

Degree or Diploma in a directly related field, such as information technology or telecommunications

Knowledge of directly related technologies such as networking, telecommunications, or Internet service provision

Construction management experience related to telecommunications projects and the deployment of fibre optic infrastructure would be a strong asset

Project management certification or significant experience, preferably in a related area

7-10 years of relevant experience in a leadership role

Significant procurement and vendor management experience, including contract negotiation

Experience in capital and operating budget management and forecasting

Experience developing, implementing, and monitoring service levels would be an asset

Network training or certification would be an asset

Public engagement training or experience would be an asset

Salary Range: $92,964.00-$122,332.00
