The County of St. Paul is seeking a Construction Foreman for one full-time position, available immediately.
Position Summary
Under the guidance and direction of the Supervisor, Construction, the Construction Foreman is both risk sensitive and safety sensitive. The Foreman is responsible for providing construction job coordination, including providing day-to-day instruction, safety oversight, and first level on-the-job performance discussions with the Heavy Equipment Construction Operators. Further, the Foreman will assist the Supervisor where there are staff or public questions, concerns, or complaints.
As a working foreman, this position also provides direct operational support in areas such as operating and maintaining the construction equipment. The Foreman provides input into the design and construction of roads, operational planning and budgeting, and executing on any safety audit recommendations or requirements for the team.
The duties, responsibilities, and scope of this position may, from time to time, be amended, altered, or changed by the County of St. Paul No. 19 (the County) acting reasonably to meet the business, community, and/or regulatory needs of the organization.

Key Responsibilities
Foreman Supervision (50%)
- Providing day-to-day instruction, and safety oversight of workers engaged in equipment operation for road construction.
- Ensuring a safe workplace and staff are observing and following the safety procedures, including wearing any safety equipment.
- Providing one-on-one communication to facilitate direction and safety concerns.
- Completing task hazard assessment as per policy and procedures.
- Assisting in the performance management discussions with the Supervisor, providing input and recommendations.
- Addressing any performance and/or interpersonal issues on team as they arise, providing coaching and mentoring as appropriate. Discussing appropriate next steps with the Supervisor.
- Addressing safety performance concerns, depending on the severity, on the job, with follow up to the Supervisor.
- Providing input into the hiring and discipline of staff.
Staff and Public Concerns and Communication (15%)
- Assisting the Supervisor in answering or providing guidance if there are staff or public questions, concerns, or complaints.
- Relaying approved key information or messages on road construction projects to staff, public, land owners, or other stakeholders as directed.
- Assisting in addressing Construction Operator concerns as well as public complaints.
- Resolving problems or concerns; where the issue requires escalation, bringing the issue to the attention of the Supervisor.
Operations (30%)
- Providing construction job coordination and oversight on new culvert installations and construction of County roads.
- Providing work checks on quality – routine and spot checks – ensuring Operators are aware of corrections required, including ensuring the corrections are made to the standards required.
- Driving, loading, and unloading heavy equipment to and from job sites.
- Meeting with landowners regarding concerns that may arise out the road construction process.
- When on site or driving to and from construction sites within the County, keeping an eye on the roads and reporting defects to the Supervisor, Construction and/or the Supervisor, Maintenance.
- Coordinating equipment and staff at the construction sites underway and working collaboratively with the Supervisor to build quality roads efficiently.
- Assisting the Supervisor in recognizing ways to increase the efficiency of the Construction team, processes, and overall operation.
- Providing input into the design and construction of roads; working with Engineers and Supervisors and Mangers in Public Works.
- Maintaining equipment, ensuring conducting daily routine checks on equipment. Ensuring that routine maintenance is performed, or if more significant work needs to be conducted, making arrangements with the Manager, Shop and Parts for repairs or maintenance.
- During the winter season, operating the grader or other snow removal equipment as part of the maintenance team.
Administration (5%)
- Providing input into operational planning.
- Providing input into budget and capital planning. Working within budget.
- Attending departmental meetings.
- Reviewing time sheets from operators, ensuring these are completed correctly and in on time.
- Submitting weekly reports to Supervisor.
- Conducting safety meetings and incident reporting.

Position reports directly to the Supervisor, Construction.
This position provides foreman leadership (day-to-day work direction, resolution of problems, addressing first level performance management with staff) of the following:
- Heavy Equipment Construction Operators
There are currently no indirect reports of this position.
Requirements:
Knowledge, Skills, Abilities
- The following are required in this position:
- High school diploma or GED.
- Ability to read construction plans, as well as being able to implement construction requirements from the plan.
- At least five (5) years of progressively responsible and related experience in a road construction crew, preferably with team leadership or foreman experience.
- Understanding road design staking processes.
- Ability to operate a variety of equipment, such as dozers, scrapers, track hoes, graders.
- Ability to guide/coach/mentor staff and provide direction and correction in a consistent, timely, and respectful manner.
- Ability to be open-minded, honest, and fair.
- Ability to exercise good judgement and be proactive.
- Being accountable for own actions and to manage multiple, and sometimes conflicting priorities, while maintaining attention to detail, accuracy, and meeting deadlines.
- Strong verbal and written communication skills that allow for clear communication.
- Ability to establish and maintain respectful and effective working relationships with others, resolving issues and conflict in an effective, inclusive, transparent, and calm manner, including ensuring a positive attitude is employed in day-to-day work.
- Valid Class 5 Alberta’s driver’s licence.
- The following are considered assets or preferences in this position:
- Valid Class 1 Alberta’s driver’s license.
Working Environment, Physical Conditions and Capabilities
- This position typically works at outdoor road construction job sites. Exposure to the elements, various construction machinery, noise, and dirt is expected.
- Physical requirements include: standing and walking on uneven terrain, bending, sitting, lifting up to 100 lbs/45 kgs, getting in and out of a cab of a vehicle.
- Use of hands, finger dexterity for typing/writing, and operating construction equipment is required.
- Good depth perception and hand-eye coordination are requirements of this job.
- This is a safety sensitive position and a risk sensitive position, as it provides foreman supervision to safety sensitive positions.
Compensation Salary will be negotiated based on experience and qualifications.
