The primary role of the Municipal Financial Advisor is to strengthen the capacity and sustainability of Alberta municipalities, enhance municipal financial management and operational effectiveness and aid in building the level of understanding and confidence that Albertans have with the local government by providing advice and information to elected, and appointed municipal officials and to the public. This position performs work in accordance with relevant government and ministry legislation, regulations, policies and guidelines as well as Public Sector Accounting Board (PSAB) standards.

Key Responsibilities Include:
The main responsibilities of this position are (but not limited to):
- Enhancing municipal operational effectiveness and improving local decision-making by delivering training to elected and appointed municipal officials to effectively plan and govern according to the processes and procedures in provincial legislation and according to recognized effective municipal governance, management, and financial best practices.
- Monitoring and encouraging compliance with the Municipal Government Act (MGA) and sound financial practices in the areas of borrowing, investments, taxation, budgets, and financial statement preparation, auditing and reporting, and municipal compliance with PSAB standards.
- Drawing upon in-depth working knowledge and understanding of the MGA to provide advice and information to elected and appointed municipal officials and to the public.
- Evaluating process for the review and enhancement of municipal operations across the province and ensuring municipalities are offered appropriate support and resources to attain legislative compliance.
- Providing accurate and timely responses to ministerial assignments, including requests for analysis of complex financial analysis as well as correspondence, briefing notes, and action requests, which are prepared for the signature of the Minister, Deputy Minister, and Assistant Deputy Minister.
- Supporting ministry initiatives, programs and services by providing expertise and analysis on financial components and advice on effective municipal financial practices.
- Strengthening the capacity and sustainability of municipalities and their understanding of routine and complex municipal financial issues.

- Knowledge of GAAP and PSAB.
- In-depth knowledge of provincial legislation applicable to municipalities such as the Municipal Government Act, and the Freedom of Information and Protection of Privacy Act, and their regulations.
- Working knowledge of computer software including Excel and Access, word processing, Outlook and Internet.

- University graduation in a related field (Accounting, Business Administration, Commerce, Public Administration, Political Science) Plus,
- 4 years progressively responsible directly related experience is required. Experience in Municipal Finance working with policy and legislation.
Equivalencies:
Directly related education or experience considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.
Assets
- An Accounting Designation CPA/CA/CMA/CGA.
- Certification in local government from the University of Alberta Extension program or equivalent; or the National Advanced Certificate in Local Authority Administration, or equivalent local government certification.
- Municipal experience in a financial capacity and administrative role.
- Strong understanding of Municipal or local government practices, legislations and financial management.
