Senior Strategic Advisor (Competition #: 60-2021)
Position Type: Temporary (13 months) Full-Time
Rate of Pay: $92,272 - $121,422 per annum.
Hours of Work: 8:30 am - 4:30 pm Monday through Friday

Sturgeon County is looking for an experienced Strategic Advisor to support the delivery of strategic management in a senior advisory role. The County’s Senior Strategic Advisor provides advice on the planning and implementation of efforts to realize organizational objectives, which includes responsibilities related to the development and maintenance of strategic plans and semi-annual reporting, service catalogue work, and strategic considerations within the municipal budget cycle.
This role also provides practical strategies, techniques and insights to facilitate strategic thinking across the organization, develops corporate planning resource materials, and facilitates the development of corporate and department performance metrics. This position provides advice to all levels of the organization and is an influential and trusted advisor. The internal title for this position is Senior Corporate Planning Advisor.
Key Responsibilities Include:
- Provide in-depth strategic planning expertise to inform corporate decision making that impacts short and long-term objectives that set direction for the future growth and development of Sturgeon County.
- Provide insight on best practice and leading research/analysis to support corporate strategy and advocacy planning development (e.g., current state assessment or environmental scanning).
- Facilitate the ongoing development and maintenance of the Corporate Service Catalogue and support ongoing efforts related to identifying corporate service levels.
- Provide on-going support to department managers and Leadership Team in the delivery of service enhancement process as part of the annual budget cycle.
- Facilitate the development of Sturgeon County Strategic Plan, Corporate Business Plan, and semi-annual reporting.
- Liaise with County departments to ensure departmental business planning and long-range planning initiatives are compatible with the overall corporate direction and the Sturgeon County Strategic Plan.
- Develop guidelines and educational tools to assist in building organization-wide capacity in the areas of strategic business planning, performance measurement and reporting.
- Collaborate and build integral relationships throughout the County with employees at all levels of leadership across the organization to help deliver a corporate planning, capacity building, and resource allocation framework for the organization.
- Participate in and/or lead working groups by facilitating discussions and providing input in the execution of division/department priorities, project plans, and business cases, as required.
- Develop and maintain external professional relationships to achieve effective partnerships for the fulfillment of corporate strategies and initiatives.
- Facilitate the development of special projects (such as service levels inventory initiatives) or other strategic corporate initiatives.
- Prepare and deliver professional planning presentations to all managers, leadership team, and on occasion Council and sub-committees of Council to support strategy and policy decisions.
- Act as a champion for continuous improvement and provide a positive environment and culture in which change can occur.
- Adhere to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management System.
Requirements:
- Bachelor's or Masters degree in business administration, public administration or planning with a minimum of five (5) years of related experience. Equivalent level experience and proven aptitude will also be considered.
- Professional certification in project management or strategic planning considered an asset.
- Solid political acumen and sound judgment with the ability to recognize, anticipate and raise issues that could have a significant impact on the community and the organization.
- Advanced knowledge and expertise on corporate planning, performance measurement, and organizational effectiveness.
- Strong leadership, conceptual thinking, and analytical skills.
- Well-developed project and time management skills with the ability to work independently with minimal supervision.
- Strong communication and relationship-building skills.
- Ability to navigate throughout the organization; analyze and interpret financial, operational, and business environment information.
- Ability to perform the duties of this position remotely with some office environment and municipal travel required from time-to-time.
- Knowledge and experience working in municipal government.
