Summary
The Municipal Climate Change Action Centre (“MCCAC”) provides funding, technical assistance, and education to support Alberta municipalities in addressing climate change. The MCCAC is a partnership between the Government of Alberta, the Alberta Urban Municipalities Association (AUMA), and Rural Municipalities of Alberta (RMA).
Reporting to the Director of the MCCAC, the Advisor is responsible for developing MCCAC’s climate change and clean energy extension services which will include: disseminating new information, practices and technologies and enabling their adoption. The Advisor will offer technical advice and design/deliver capacity-building activities to equip municipalities to adopt clean energy and energy efficiency solutions. This work will include: greenhouse gas emissions reduction inventories, climate action plans, energy management plans and support for implementation (e.g., audits, grant-writing, etc.).

Key Responsibilities Include:
Responsibilities
- Identify and minimize barriers to municipal participation in climate change action and energy management.
- Provide one-on-one and group support to municipalities, including technical assistance and peer-to-peer learning opportunities, related to preparing, implementing and reporting progress on greenhouse gas inventories, climate action plans, energy management plans, and related projects.
- Build and strengthen relationships with municipalities and other organizations (e.g., provincial agencies, non-profit organizations, energy service providers) to identify information gaps or training needs and provide science-based communication, information, curricula, decision support tools, inventory techniques, reporting support, workshops, publications, meetings, presentations, webpages, social media feeds, or other outreach tools to meet those needs.
- Work with municipalities to enable their use of assessment and monitoring tools and resources to reduce their climate impact and optimize their energy use
- Communicate climate and energy-related topics and opportunities to municipal staff and leaders.
- Collaborate with other climate and energy related organizations
- Promote and connect municipalities to MCCAC’s products and services and other agencies supporting climate change action and energy management for municipalities.
- Fielding inquiries and answer requests for information about climate change and energy efficiency.
- Collecting, recording and maintaining documentation associated with soliciting participants, implementing projects, reporting on project results and close-out procedures.
- Review and advise on project application forms and other information materials to ascertain compliance with program policies and procedures.
- Review technical specifications, engineering calculations and cost estimates for energy efficiency and renewable energy projects.
- Regular communications and collaboration with MCCAC team members.
- Support quality assurance and verification of all program outcomes and reports.
- Maintain records, analyzing data, and producing status reports.
- Assume additional related responsibilities to enhance the mission of the MCCAC.
Requirements:
Education
- Bachelors or Masters degree in atmospheric sciences, geography, meteorology, environmental sciences or closely related field with a technical focus on climate change and/or energy management; Mechanical/Electrical Engineering, or other closely related field.
- 5+ years of progressive experience working in energy efficiency, renewable energy, management, climate change initiatives or similar (any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job).
- Certified Energy Manager (CEM) designation, Engineer in Training (EIT) certification or licensed Professional Engineer (PEng) or working towards achieving one or more of these designations would be an asset.
Experience
- Familiarity with the Alberta Climate Leadership Plan, relevant legislation, policy frameworks, and the interconnected mandate of related ministries and agencies.
- Professional competencies in climate change mitigation and adaptation, greenhouse gas emissions inventories and target-setting, energy management planning, energy auditing, climate data and science, the provincial and municipal policy context and relevant climate change trends.
- Candidates with detailed and current, knowledge and skills in technical analysis of renewable energy and energy efficiency project development.
- Demonstrated experience relating technical and program information to program participants with varying levels of energy efficiency expertise in a clear and easily understood manner, both in writing and in presentations.
- Experience with the municipal sector including governance, operations, and budgets.
- Knowledge of current and previous MCCAC programs, as well as other local, provincial and federal programs related to energy efficiency and renewable energy.
- Experience with government reporting processes, developing briefing documents, quarterly and annual reports, and committee packages.
- Experience developing decision-support tools, outreach products and non-formal education techniques.
- Experience with stakeholder workshops including: identifying and inviting participants, developing workshop materials, contributing to agendas, coordinating workshop logistics and delivering workshop content.
- Experience in grant writing.

- Ability to work independently, take direction and complete projects without constant oversight.
- Ability to work flexible hours including some evenings and weekends.
- A valid class 5 driver’s license.
