The General Manager of Protective, Emergency, and Fire Services is accountable and responsible for Fire Services, Disaster and Emergency Management, and Peace Office / Bylaw Enforcement Services for Wheatland County.
As a member of the County’s senior management team, the General Manager of Protective, Emergency, and Fire Services will provide expertise regarding the development of policy recommendations, municipal strategic planning and implementation, issues resolution, and other management and operational matters. The General Manager will also provide leadership to the department and programs to ensure alignment of the operations with the overall goals of the strategic priorities of Council administered through the CAO.
Additional responsibilities may include assuming the duties of Chief Administrative Officer in his / her absence, when assigned.

Key Responsibilities Include:
- As a senior manager with direct reports, participate in the recruitment and selection process, conduct new employee onboarding / orientation, train, coach, performance manage, participate in the progressive disciplinary process up to and including terminations, participate in employees’ career development, and actively participate in other corporate-endorsed human resource management processes and procedures.
- As a member of senior management, participate in strategic planning; establish department business goals and objectives; oversee and monitor results of department programs, services, legislated duties, education and awareness activities, and reporting processes, to support the achievement of Wheatland County short and long term business goals.
- Direct the preparation of the department strategic plan and budget; establish objectives that ensure the budget meets deliverable targets set out in the County’s Strategic Plan; develop department operating and capital budgets including long-range budgets that support the department’s mandate, and meets the goals and objectives of the County’s Strategic Business Plan.
- Oversee the purchase and disposal of department operating supplies and capital.
- Provide reports and information on Department services and attend meetings of the Council, Council Committees, and Boards, as required.
- Direct the conducting of research related to bylaws, policies, management reports, etc.; ensure departmental bylaws are up-to-date.
- Liaise with legal counsel regarding bylaw, policy matters and litigation.
- Make any necessary recommendations and adjustments to practices, operations, staffing, and positions.
- Meet regularly with team leaders and department staff to keep abreast of departmental operations; facilitate two-way information exchange and provide input for operational critique and improvements.
- Ensure departmental information is available to County residents through a broad range of communication tools including newsletters, County website / web page, and media releases.
- Ensure adherence to all applicable Wheatland County policies and bylaws.
- Relate to and communicate with senior management, Council, colleagues, customers, external agencies, government, and vendors sincerely, clearly, tactfully, promptly and courteously; respond to inquiries and complaints promptly and professionally.
- Ensure that risk mitigation processes are incorporated into operations of County services and contracted services.
- Liaison with fire service providers to ensure that all legislated obligations are met or exceeded with the goal to mitigate risk and protect the health and safety of all volunteers and workers.
- Ensure alignment of services with direction from CAO and wishes of Council.
- Perform tasks, consistent with the position, including special projects / assignments, as may be required on an ad hoc basis, and as assigned by the CAO.
Fire Services and Emergency Management Services:
- Oversee the Regional Fire Chief; establish objectives, oversee and monitor results of Fire Services and Emergency Management Services including programs, services, legislated duties, education / awareness activities, and reporting processes.
- Evaluate the effectiveness of Fire Services and Emergency Management Services with respect to policies, programs, and resources to stated objectives of the department; review issues and make recommendations to the CAO.
- In consultation with the CAO and the Regional Fire Chief, ensure the development and maintenance of the Municipal Emergency Management Plan with annual reviews and regular exercises.
Protective Services:
- Oversee the Senior Peace Officer; establish objectives, oversee and monitor results of Peace Officer / Bylaw Enforcement Services including programs, services, legislated duties, education / awareness activities, and reporting processes.
- Evaluate the effectiveness of Peace Officer / Bylaw Enforcement Services with respect to policies, programs, and resources to stated objectives of the department; review issues and make recommendations to the CAO.
Occupational Health and Safety (OH&S):
- Evaluate the effectiveness of the current OH&S policies, programs and resources to stated objectives of the department; review issues and make recommendations to the CAO; work with the CAO and other senior management members to ensure appropriate workplace health and safety objectives are met, and provide guidance to the Health and Safety Officer regarding the planning and implementation of occupational health and safety initiatives within the department.
- Maintain own compliance with OH&S and ensure all applicable employees are in compliance with OH&S including employee attendance at regular safety meetings, employees being properly trained in OH&S related topics, and ensuring employees complete work in a safe manner.
Requirements:
- A degree or diploma from a recognized post-secondary educational institution in the field of fire sciences, emergency medical services, business, public administration, or a related field; a post graduate degree would be an asset, and a professional designation in emergency services is considered an asset.
- Strong background in managing operational, professional, or technical employees
- Five to seven (5-7) years of progressive experience in a management or supervisory role, preferably in a rural municipality
- An extensive and successful career track record of progressively more senior positions in a municipal organization with proven ability to provide leadership and focus.
- An extensive background and experience in Incident Command System and EOC leadership, minimum ICS 400 (or equivalent) or higher specialized ICS training
- Other related experience would include fire and emergency management and preparedness, EMS, emergency communications systems, and business continuity planning
- Experience with urban/rural, industrial and wild fires
- A medical qualification such as EMT or EMTP would be an asset
- High proficiency in the use of computer programs including MS Office Suite (Word, Excel, Outlook)
- Excellent communication skills including written, verbal / interpersonal, and presentation skills
- Excellent public relations skills with ability to develop and maintain working relationships with external stakeholders
- Strong skills in public policy and bylaws development
- Effective problem solving and decision making skills
- Effective organizational and time management skills; comfortable managing many different priorities concurrently
- Effective negotiation and conflict management skills
- Ability to multi-task in a fast paced environment
- Valid Class 5 Alberta drivers’ licence
