As a member of the County’s management team, the Manager of Legislative Services & Community Relations will provide expertise regarding the development of policy recommendations, municipal strategic planning and implementation, issues resolution, and other management and operational matters.
The Manager will also provide leadership to the department and programs to ensure alignment of the operations with the overall goals of the strategic priorities of Council administered through the CAO. The Manager acts as a key liaison between Council, Chief Administrative Officer (CAO), Administration, external government agencies, and members of the public. This position is accountable for ensuring legislative compliance across the organization, management of regulatory documents, and supports the governance process.
The Manager also assists with managing the inter collaboration framework agreements with adjacent municipalities, build relationships within the organization and outside the organization, and oversees election and census when required.

Key Responsibilities Include:
- As a manager with direct reports, participate in the recruitment and selection process, conduct new employee onboarding / orientation, train, coach, performance manage, participate in the progressive disciplinary process up to and including terminations, participate in employees’ career development, and actively participate in other corporate-endorsed human resource management processes and procedures.
- As a member of management, participate in strategic planning; establish department business goals and objectives; oversee and monitor results of department programs, services, legislated duties, education and awareness activities, and reporting processes, to support the achievement of Wheatland County short and long term business goals.
- Direct the preparation of the department strategic plan and budget; establish objectives that ensure the budget meets deliverable targets set out in the County’s Strategic Plan; develop department operating and capital budgets including long-range budgets that support the department’s mandate, and meets the goals and objectives of the County’s Strategic Business Plan.
- Provide reports and information on Department services and attend meetings of the Council, Council Committees, and Boards, as required.
- Conduct research of related bylaws, policies, management reports, etc.; ensure departmental bylaws are up-to-date.
- Make any necessary recommendations and adjustments to practices, operations, staffing, and positions.
- Meet regularly with team leaders and department staff to keep abreast of departmental operations; facilitate two-way information exchange and provide input for operational critique and improvements.
- Ensure departmental information is available to County residents through a broad range of communication tools including newsletters, County website / web page, and media releases.
- Ensure adherence to all applicable Wheatland County policies and bylaws.
- Relate to and communicate with senior management, Council, colleagues, customers, external agencies, government, and vendors sincerely, clearly, tactfully, promptly and courteously; respond to inquiries and complaints promptly and professionally.
- Ensure that risk mitigation processes are incorporated into operations of County services and contracted services.
- Liaison with fire service providers to ensure that all legislated obligations are met or exceeded with the goal to mitigate risk and protect the health and safety of all volunteers and workers.
- Ensure alignment of services with direction from CAO and wishes of Council.
- Perform tasks, consistent with the position, including special projects / assignments, as may be required on an ad hoc basis, and as assigned by the CAO.
Occupational Health and Safety (OH&S)
- Maintain own compliance with OH&S and ensure all applicable employees are in compliance with OH&S including employee attendance at regular safety meetings, employees being properly trained in OH&S related topics, and ensuring employees complete work in a safe manner.
Requirements:
- Post-secondary degree in the social sciences, public administration, business or commerce, or equivalent combination of experience and education
- A minimum of 3-5 years’ relevant experience in progressively responsible positions
- Minimum of 1-2 years of supervisory experience
- Local Authority Certification from a recognized institution, or Certified Local Government Manager designation is considered an asset
- Knowledge of the Alberta Municipal Government Act, parliamentary procedure especially Robert’s Rules of Order
- Currently holds or is able to attain ICS 100, ICS 200, and ICS 300 level certificates;
- Strong analytical and problem-solving skills
- Proven leadership and supervision skills with the ability to delegate, set clear expectations, train, develop, motivate, and manage performance
- Excellent written and oral communications skills, public relations skills, and practical problem solving ability
- Able to maintain confidentiality and diplomacy while working with sensitive information
- Advanced knowledge of software, and the MS Office work environment;
- Ability to interpret bylaws, resolutions, contracts, official records, and related legal documents and prepare draft materials, when required
- Demonstrated success in working effectively with elected officials, CAO and staff in a team oriented environment
- Valid Class 5 Alberta drivers’ licence
